December 1997
Page 1
Mr. Rosenberg stated the leaching is almost on top of a drainage easement.
Mr. Rosenberg further stated whoever owns the bog retains the right for
sand.. Mr. Sherman stated the bog has been out of production for more than
five years and would not qualify for an exemption.
Mr. sanicl i advised the bog is open space, part of the Association. They
intend to f0l the borrow area with Soo cubic yards of U. The cross-hatched
section will be revegetated. Fill wi l go right back into the bank. There will
be a walkout basement.
Mr. Fitzsimmons asked why not put it on the plan? The Commission does not
like'to negotiate.
A/fr. Sanicki pointed to an area at the top where the client would like to have
grassed area. Mr. Sherman stated that would be hard to permit, the
Commission tries to maintain a 50 foot buffer. They are creating a neer
coastal bank. There is nothing wrong with the filling, but wherever fill is,
bare ground will have to be heavily revegetated. He would not want to see
any areas left unv a get a ted. Mr. s a nicl i stated they wW include the planting
right back into the plateau they are creating. They will allow a pathway
under the deck and resketch this so it is all replanted.
Mr. Sherman asked for more information on the wild grass proposed..
Mr. Fitzsimmons asked if there will be a new coastal bank along this line,
(pointing)? Mr. Sherman stated yes, with the fill. Mr. Fitzsimmons asked if
that will change the requirements that he has for the septic system? Mr.
Sherman stated no, Chapter 172 bank is going to be higher. Mr. sanicki
stated if the ground is as-he is proposing, the_top of bank would be elevation
12 and elevation 13 would be Chapter 172 coastal barn . This issue will be
reviewed on the revised plan.
Mr. Sherman stated he does not disagree with planting recommendations but
in the area where it is intended to ill., he counted 12 significant trees that will
be Wiled by the fill. They will have to be compensated for with additional
plantings. He had met on this site earlier with a builder and the concept of
making a new coastal bank and ung was discussed. Usually three shrubs
are required for every tree. if the trees are to stay, there may be toxo much
shade for bayberry; if they are going to go, there will have to be an augmented
revegettion plan showing some compensatory plantings for those 12 trees.
