f
there has been between maximum and minium levels 4 feet) .
There will be periods of draught When there may not be enough
water to get fish out during the appropriate time; or there Will
be flooding around the Pond.
Mr. Bliven stated with the advantage of the Management Plan,
would come the capability to predict and allow for one healthy
flush of fish out during the year. He asked the Commission to
keep in mind there Will be an adverse effect on the fish run if a
year class cannot get into the Pond in any given year, or if the
juveniles cannot get out . This would not destroy the run as the
Herring will come back more than once and each year class returns
at staggered intervals. Given a situation when the Pond remains
high, it would not be possible to release the water fast enough,
which would result in some flooding. Mr. Bliven assured the
oission that for ninety percent of the time, if the Pond is
undisturbed, if a board is removed at. 60 feet, if boards are
adjusted to allow a flush of fish in or out, all of the various
interests can be protected.
.Mr. Bliven concluded his presentation at this point.
Mr. Bliven addressed letters addressed to Mr. Sherman and
the Commission, both the state Division of Fisheries and wildlife
and the ]division of Marine Fisheries have submitted comments.
Division of Marine Fisheries
The Division of Marine Fisheries is concerned with the
possible need to remove a board in the spring when the fish are
corning in, there may be too much watery flowing through the system
for fish to get up the fish ladder, Mr. Bliven agreed this
situation is possible, and that it would be best managed by the
person responsible for the flow of water (either the Division of
Marine Fisheries, or the Herring warden) .
Mr. Green inquired as to why the River~ had not been studied
downstream in greater detail . He mentioned there are currently
trout and other fish spawning in the River. He asked about the
effects an increase of flow within the liver would have on the
habitats and nested eggs .
Mr. Bliven explained the budget did not alloy for the
further investigation of the River.
Mr. Bliven reported the second issue raised by the Division
of Marine Fisheries was the assurance that the water could be
dropped to the 53--3 level. This refers to the base of the
spillway and that it has to be kept clean. Mr. Bliven further
reported the spillway has been cleaned and a mechanism has been
set up by the Board of selectmen to keep it clean.
Mr. Bliven also stated the Division of Marine Fisheries
-3-
