Mr. Sherman welcomed the Sandwich Commission. <br /> members of the Town of Sandwich Conservation Commission <br /> present: Robert Igo e, Chairman; Janet Garnier; Diane Nickerson, <br /> Secretary; Stephen Silva; and John Sullivan. <br /> Mr. Sherman introduced Steve Bliven, Horsley & Witten, Inc. , <br /> Consultant. Mr. Sherman explained there have been many concerns <br /> expressed about the above average rainfall and shoreline damage <br /> to the Pond. The Town received a Five Thousand ($5, 000 . 00) <br /> Dollar grant from DEM, which dollar amount was matched by the <br /> Town, approved at Town Meeting. In addition, the Conservation <br /> Commission has contributed one Thousand $1, 000 . 00Dollars <br /> towards further studies. <br /> This ratter is now being heard officially under Notice of <br /> Intent in order to proceed in the development of an acceptable <br /> Plan. At this point Nor. Sherman deferred to Mr. Bliven, for the <br /> purpose of making his Presentation: <br /> Mr. Bliven explained his firm was hired for the purpose of <br /> studying the Pond in order to determine ways in which to balance <br /> the protection of private properties from flooding; the needs of <br /> the fish to enter into the Pond; and protection of wetlands near <br /> the Pond downstream. He explained an analysis of the hydrology <br /> of the Pond was studied, which led to the following conclusions. <br /> If left alone, the Pond will follow groundwater <br /> fluctuations. The Pond level can be controlled through the <br /> spillway (by removing or adding boards) . The rate of change in <br /> the level and impacts upon the fish ladder below were not known. <br /> This information is being sought through engineering calculations <br /> and 1r. Bliven stated he is in the process of calibrating this <br /> information, varying levels are needed in order to do so. <br /> The base of the spillway is at elevation 53 . 3, the <br /> reconunendation is that the Pond level be }sept at 55 . 5 feet. The <br /> Pond has been at approximately 56. 5 feet, which produced <br /> difficulties on the properties. The current level i <br /> approximately 55 . 5 feet. <br /> The following recommendations have been made to the Board of <br /> Selectmen: Boards be set in the Pond in an attempt to maintain a <br /> level of 55, 5 feet. To allow the Pond to fluctuate according to <br /> groundwater. And to change the boards only if the Pond reaches <br /> 56 feet; if there is insufficient water running through to allow <br /> fish in or out . otherwise, the Pond should be allowed to remain <br /> at the current leve. . <br /> Recommendations have also been made to clean the spillway, <br /> which has been done; and to establish a monitoring plant. It was <br /> found that over the eighty-gears of groundwater levels monitored., <br /> -2- <br />
