He said a chart has <br /> been prepared through engineering calculations which indicates <br /> water levels over the top board and the flow resulting therefrom, <br /> which can be compared with a Table indicating the amount of time <br /> required to lower the Pond level . Mr. Bliven stated the ultimate <br /> desire is to be able to provide the predictive capability of <br /> measuring the amount of water over the top board and a certain <br /> level of flow through the fish ladder. <br /> At this point, Mr. Sherman commended Mr. Bliven and Horsley <br /> Witten, Inc. for a job well done, given the resources they had <br /> to work with. He stated he felt they had done a good job in <br /> terms of recommendations and taking into account some issues <br /> remain to be vague. Mr. Sherman reported he had spoken with <br /> Steve Hurler, Fish and wildlife; and Keri. Debauch, Department of <br /> marine Fisheries, that they are both cautiously accepting of this <br /> concept, but require built-in precautions. <br /> Mr. Sherman explained the Conservation Commission is not at <br /> a point, this evening, to close the Hearing and issue permits. <br /> He went on to explain comments from Massachusetts National <br /> Heritage and Endangered Species Program have not yet been <br /> received. Because this project is such an unknown, the customary <br /> statutory requirement to issue within thirty days, if there <br /> is no comment, does not apply. The Conservation Commission <br /> requires something in writing r gard-ing their interpretation of <br /> this Plan and its affect on rare species. <br /> Mr.. Shernman stated there remain some elements included in <br /> the recommendation from Horsley & Witten, which have not yet been <br /> accomplished.. The calibration is ongoing, an accurate dimension <br /> of the spillway has not fret been determined in an as-built plan <br /> (which should be insisted upon) , arra the comments regarding the <br /> establishment of clear responsibility for monitoring the various <br /> parameters of the system is crucial . The Executive Secretary has <br /> asked Mr. Sherman to provide more specifics, using Mr. Bliven <br /> recommendations as a guide. Mr. Sherman stated he is willing to <br /> do so if the commission wishes. He stated he plans to integrate <br /> into the monitoring arra depend upon assistance from Mr. Bliven, <br /> some of the monitoring suggestions made by the Department of <br /> marine Fisheries and the State Division of Fisheries and <br /> Wildlife. The Department of Marine Fisheries have indicated <br /> their willingness to contribute work regarding flow in the <br /> spillway during various conditions this spring. <br /> Mr. Sherman further stated it is vital that the entry way of <br /> the spillway be kept clean so that there is no accumulation of <br /> material above the level of the bottom of the spillway. He also <br /> mentioned monies for this would have to be budgeted through Town <br /> Meeting.
