The Agent felt the builder should be fined. <br /> i <br /> VOTE: Motion made and'seconded to the builder the maximum passible <br /> fine for the violation at the Hid property. Unanimous Vote. <br /> Quashnet Bogs Update: A meeting has been requested on IO September, ; <br /> morning into the afternoon, to review a new scheme by AFCEE. The new <br /> idea is to go into the upland, dig a 2-3 acre pond to give us a tout pend with <br /> the theory that the peat in the bog is suppressing the EDB so it does not <br /> came up fast; that is why it is collecting. It will come up into the new trout <br /> pond more easily but there will be more volume of water so the dilution of <br /> water will be so great it won't be a problem. Mr. Sherman asked if they were <br /> sure this change would not upset the hydrology of the river system wit the <br /> bog and wetlands and they thought so. He told them the Commission would <br /> listen to them. He felt they do not want to pay long-term money. <br /> Mr. Sherman has not hear whether or not they are under CIRCLA, the <br /> ground rules for cleaning up toxic waste sites. If under CIRC LA, they do not <br /> have to get local and state permits. It is still the Commission's land; they <br /> would .still have to form some kind of lease agreement. They will have to <br /> prove that this will mot create the same land of problem the be creates,. or <br /> different problems. <br /> The Chair asked the Agent to have them send the Commission an executive <br /> summary that could be discussed next meeting. A copy to be given to Mr. <br /> Whritenour and the contact on the Board of Selectmen. <br /> Mr. Sherman stated if they are coming to us with a scheme like this, the <br /> Commission should insist upon an independent review at their expense on <br /> i any assertions they make regarding hydrology. <br /> i <br /> Mr. Rosenberg asked if Ocean Spray should be part of this meeting? Mr. <br /> Sherman did not know. He has a call is to Joel Lerner to find out if it can be <br /> done at all. <br /> Boch Center: There is a public hearing on 26. August 1998 at 7:00 p.m. <br /> There is nothing proposed within wetland boundaries. There may be <br /> drainage questions. The Agent will try to be there. He has not seen the <br /> plan. <br />
