17 September 1998 <br /> Page 4. <br /> t4 reach around the corner of the house and tapered down at an angle to the <br /> back. The wall serves to hold sediment against the base of the block <br /> foundation. A permit was given back in the 1980's to reconstruct the other <br /> half of the wall. It is proposed to match the aesthetics in the construction of <br /> the Wilson Grove Wall. She asked Truman Henson from CZM to look at the <br /> wall with her and he came out with Steve McKenna and they agreed the <br /> system was stable and that replacement of an existing structure was <br /> reasonable and practical for the homeowner to maintain the structure. <br /> Mr. Sherman asked if there was a report from CZM? Ms Hamlyn was told <br /> Mr. Sherman was contacted. Mr. Sherman stated he was not contacted. Ms <br /> Hamlyn advised that actually Mr. Henson stated he talked with Rebecca and <br /> that Mr. Sherman had a conversation her about it recently with Rebecca. <br /> Mr. Sherman stated no one has contacted him about this project. <br /> Ms Hamlyn stated because construction is on a beach used expensively, they <br /> are proposing to do this in the off-season and the beach will be restored to <br /> pre-construction condition. In order to put the wall in, they will have to <br /> remove the deck that is overhanging and replace it in the same footprint. <br /> Mr. Wirsen asked if the wall next to it had been approved by the <br /> Commission? Mr. Sherman stated at some paint in the past it was. <br /> However, in retrospect he-was not sure it was a wise decision. <br /> Mr. Fitzsimmons asked if the wall will be extended under the deck? Ms <br /> Hamlyn stated yes, same footprint. He expressed suxprise that they would <br /> not be worried having the wall under the deck. <br /> Ms Hamlyn stated they want to extend across the rest of the block foundation <br /> and taper it back into the dune. They would have to extend stairs over the <br /> wall to access the beach. <br /> Mr. Sherman stated he has doubts about replacement of a vertical wall in <br /> velocity zones. The wall was probably in before the Wetlands Protection Act. <br /> He would not be in favor of extending the wall. To extend the wall is to <br /> compound an egregious situation. It extends right into the dune and there <br /> would be scouring'around the end of it and cause damage. He read from the <br /> Act, 310 10-28 (3). He stated the dune outline should be shown on the plan. <br /> He could not xecommend the extension and as for the rest of it, he has not <br /> had the benefit of a consultation with CZM. He would like to meet down <br /> there with the various CZM people and get their input. <br />
