7 January 1999
Page 9.
i
Mr. Wirsen asked if they were talking about the shallow paints also? Just
the extraction well.
Mr. Wollenhaupt asked how long it would take to drill the well? Mr.
Szymoniak stated as long as 2 - 3 weeks. It is an 8" extraction well.
Mx. Sherman stated there should be erasion control during this part of the
work and it should be part of the narrative. He did not feel that this posed
any threat to the resource because no actual pumping is proposed.
Mr. Wollenhaupt wondered what the expediency is if nothing is going to
happen immecliately.
Mr. Szymoniak stated if you Zook at the access, it is very tight and when they
start building the building, a drill rig takes an area that is about 90 feet long.
Because of the size of the well and the drilling equipment, it takes two very
long trucks to build it and he needs roam to do that. They will close off one
road and there is only one other road to get access to.
Mr. Sherman stated on the continuance aimed for the 21gt, we need to have
some oversight when we get into the other phase of the project, the berming
and the water going in different directions by someone with some trout
stream experience. If Steve Hurley approves of them and we have some job
description for what their role is, explicitly, what authority they have, that
would be incorporated into an Order of Conditions. He made it clear to Mr.
Szymoniak and Ms Balkus that we could not proceed ung we had something
in acceptable fashion and they agreed. A plan view of the bubblers to be
provided. In terms of the last phase of the project, that will probably be the
subject of an amended order. Mr. Szymoniak stated an amended order or a
separate filing.
Mr. Sherman stated his recommendation, and he talked with Town Counsel
today, at some paint when we have a legal instrument, whatever that turns
out to be for letting them have the construction easement, that it specifically
be related to the Certificate of Compliance. It will be null and void unless
they get a Certificate of Compliance for having performed all this work
according to plan without unanticipated adverse effects. All of those thing
would have to be insisted upon down the lice and in the language for the
permit. They are requesting a continuance to the next meeting.
The Chair called for public comment:
