They <br /> are taking about 12 measurements of surface water in terms of looking at the , <br /> concentrations in the bog area itself. They are trying to get back into active <br /> production and at the same time reduce the human health risk from ,the <br /> EDB. They are trying to expedite the process. <br /> Mr. Johansen asked if they will be keeping the eastern Briarwood plume out <br /> of there. Mr. Szymoniak stated the eastern Briarwaod plume discharges <br /> back to the Quashnet. They have done sampling and it does not seem to <br /> affect surface water. They have not seen any VOC's or EDB at this point of <br /> the river. It is probably diluted by the time it makes surface water. They <br /> will continue to sample upgradient to make sure it does not affect the bogs or <br /> any of the work they are proposing to do. <br /> Nancy Balkus stated in terms of concentrations Tom was just mentioning, <br /> they do have an urgency concern that they want to get started as goon as <br /> possible because of the concentrations. They are working with the <br /> Department of Environmental Protection and the Department of Public <br /> Health to submit an emergency certification request to enable them to get out <br /> into the field sooner. They would like to start the installation of the <br /> extraction and well and the infrastructure for the treatment plant. They <br /> would not da any work in the wetlands until after the Order of Conditions is <br /> issued. <br /> Mr. Sherman stated he discussed this possibility with Mr. Szymoniak and Ms <br /> Balkus this afternoon and made it Blear that this could be taken under <br /> consideration, if the Commission votes to do so. They would get a letter from <br /> the Dept. of Public Health indicating it is a public health emergency worthy <br /> of moving ahead. They would provide a concise description of the work <br /> which is the well and infrastructure, not the actual pumping of the well. If <br /> the Commission se voted tonight, they could authorize him to issue an <br /> emergency certificate for that portion of the work only upon receipt of <br /> corroboration from the Dept. of Public Health that it is considered an <br /> emergency under 310 CMR 10.05. He would not make that decision on his <br /> own. <br /> VOTE: Marion made and seconded that the Agent act in the manner <br /> described.
