18 March 1999 <br /> Page 2. <br /> . Mr. Sherman advised there is a change where they had to raise the <br /> ground level of the cement floor of the treatment building and will <br /> have to raise the access road. The decision from IEP was that to <br /> require a formal amendment to the Order of Conditions was at our <br /> discretion. The road is to be graded away from the resource. It will <br /> be immediately covered with erosion control blankets. He had no qualms <br /> about accepting this without a formal amended order with a full-tine <br /> environment control person. <br /> VOTE: Motion made and seconded to accept#4 as it stands. <br /> Unanimous Vote. <br /> 5. Mr. Sherman advised the plan was provided today. He did an overlay and <br /> cross-hatched it. The difference is about 10,500 s.f. between the initial <br /> plan and what was done. It vMs agreed this area of upland would have <br /> to be replaced. He read from the letter and stated the Commission would <br /> need a commitment for the shrubs and trees. Mr. Szymoniak agreed and <br /> stated he would need to know what is warted for the 10,500 s.f He <br /> advised Steve Hurley was looking at areas he wanted replaced for <br /> habitat. <br /> Mr. Sherman stated that would-be an impediment for a Certificate of <br /> Compliance. <br /> Mr. S ymoniak asked if they could start the treatment system. Mr. <br /> 4 <br /> Sherman stated yes, he was only giving notice they will have to have <br /> plan to stabilize with trees and shrubs. This should be done in May <br /> before it gets dry. They should have a plan by May 1. The Commission <br /> could vote to accept this if they have a plan and planting is clone b <br /> June 1. Mr. s ymoniak stated it would depend on what it looks like when <br /> they grade it. Mr. Sherman asked if they would agree to have the plan <br /> approved by the Commission? <br /> Mr. Minior asked if it was possible for Don S hall to work with Diane <br /> Boretos on this? This was acceptable. Mr. Sherman stated they should <br /> stay in the area of I2. It will not be a shrub for shrub thing but they <br /> will have to address invasives. <br /> VOTE: Motion made and seconded to accept#5 with the plan to be approved <br /> by May 1 and completed by the end of May. Unanimous Vote. <br />
