22 April 1999
Page 4.
7:15 STEPHEN LEO HUGHES to construct a single family dwelling and
garage, Title v septic system, water lime service, dock and pervious driveway
at 26 Quaker Run Road. John slavinsky was present and advised the
applicant is making major changes to the plan and asked to continue this
indefinitely. They will ire-notify and readvertise.
VOTE: Motion made and seconded to continue the hearing indefinitely at
the request of the applicant. Unanimous vote.
CONTINUED INDEFINITELY,
7:20 WILLIAM WOOD to construct a single family dwelling with garage,
deck, porch, well with water service lime and Title v sewage disposal system
at 17 1 leadowbrook Road. John slavinsky presenting.
Mr. Sherman stated the project is do-able, Under Town regulations, there
are different standards for river projects whereby the edge of the river is
defined differently. Under our reqs the beginning of the riverfront area is
defined as Bordering Vegetated wetland unless there is a different conclusion
based upon information from the surveyor. In this case, he does believe it is
appropriate to define it in terms of the BVW because it starts creeping up the
hill and is not the same thing as the Mean Annual water Level which is the
basic defining point for the Riverfront area. He and John have talked about
trying to re-establish the elevations along the actual bank and to see if the
elevations are similar along the outside Glitch nearer the project. if they are
the same, that would constitute the Mean Annual Flood Level and would
push the rierfront area in somewhat. This could affect whether a
denitrifying system is needed and the house location.
Mr. slavinsky stated the wetland is o-so feet from the river. He agrees with
Mr. Sherman that there is a ditch there. Elevation-wise the ditch is about 50
feet from the river. They will make the changes and submit them to the
Commission.
Mr. Sherman stated the BVW line should be looked at again
Mr. Johansen stated it is also in the ACEC. Mr. slavinsky stated it is shown
on the plan. It is o' back from that.
Mr. Sherman stated there is a tax problem. Mr. wood stated them is a tax
problem on a house down the street. Also, there are houses on either side
that do not have denitrifying systems.
