13 May 1999
Page 6.
Mr. Wollenhaupt asked when he says core samples, is he actually advancing
core into the bottom of the river, keeping there within a tuben sending
then out for moisture analysis? Mr. Hanks stated they sent them out for
chemical analysis. In 1996, they took three foot deep core samples that were
sent out for analysis for heavy metals and the whole laundry list. More
recently, Brian"Howes project, did core sampling of the top eight inches of
muck in several places and ran the analysis. Mr. Hanks asked him how
much was silt because he needed that t0 feed into the settling model. They
need final analysis ofgrain size, water content and salinity of cores to the
depth ofwhich they will be dredging.
Mr. shaver stated that means that 16% Of the 90% will be organic.
Mr. wirs n asked if it would be beneficial t0 get the parameters of what the
cores before making a plan to fit? Mr. Hanks stated n0. It would b
beneficial t0 spend the money On engineering rather than the short money on
analytical parameters? Mr. Hanks stated if going to do cores, you might as
well do it all at once. The only way they can justify spending money on cores
is if Brian Howes, in his study, is able to do it. Then it would come out ofthe
$150,000.
Mr. Shaw asked which approach clearly has the least environmental impact
n Conservation Lands. Mr. Danks stated the assumption is. that islands
they would build would not be Conservation lands. Building islands and
doing the subsidence deepening, if they are able to move it all the way to the
Spit.
Mr. Johansen asked if there were any reports on the Chesapeake Bay Island.
Mr. Hanks stated that is just getting started. He has a report on building a
marsh near Charlotte, North Carolina. They had marsh grass in two
growing seasons and in three years, it was functioning as well as a marsh.
Question was praised if these marshes were close to, or abutting, Conservation
land, would that be a Conservation issue? Mr. Sherman stated the
Commission would have jurisdiction under the wetlands Protection Act and
under the Bylaw, but not as Conservation land. There would not be a
conversion issue. Mr. Hanks stated they have 18 agencies they have to deal
wit .
Mr. Johansen asked what it would be like in two years when they had to do it
over again? Mr. Hanks advised they postulated five years if they had to do it
