If it goes within Zoo feet of <br /> Mean High water level of the River, they are in the wetlands Protection Act <br /> and Riverfront provisions. That is another level of scrutiny. outside that <br /> Zoo feet, they would still come under 1 TEPA and EOEA and Chapter 173 o <br /> the local bylaw which regulates use of Conservation Lands which would <br /> involve trying to figure out the balance between pros and cons. one thing <br /> that would have to be looked at is the long-term benefit, in terms of wildlife <br /> habitat, are they going to be more significant than the short-term detriment <br /> by the loss of three acres or so. <br /> Mr. Hanks stated he did not know hover to prove anything in that arena. In <br /> the marsh experiment, they stated what they used was an indicator of <br /> success of what the fauna is and how it grows and compare that with the <br /> normal rate of growth. <br /> Mr. Taylor stated there is such a thing as off=shore disposal, although <br /> discouraged, with a cost of $40 -per cubic yard. They have looped at all the <br /> extremes. <br /> Mr. wirsen asked if they had eliminated the idea of landfill daily cover, <br /> intermediate cover, existing landfills such as Bourne` Mr. Hanks stated they <br /> have not looked at that. They did talk to Mashpee Board of Health. They <br /> would let them put it there but will not pay for it. Mr. Wirsen stated they <br /> would have to come up with trucking costs. Mr. Hanks stated yes, in <br /> addition to the dredging, about per yard. He talked to Steve Ball and <br /> once they know the parameters and find out what level of solid material they <br /> would bring to the landfill and go through DEM and IEP it could be <br /> discussed. Mr. wirsen stated that is a fairly easy permit. <br /> Herb silver stated he has the feeling, through this meeting tonight, that the <br /> Conservation Commission has been drawn into the problem. Together, the <br /> problem can be solved. It is everyone's problem. <br /> Mr. Wollenhaupt stated as far as the sampling, they have to cone up with <br /> some real numbers and some real data, he suggested some composite <br /> sampling of the riverbed. Do two, at least that way they will have some data. <br />
