12 August 1999 <br /> Page 8. <br /> 5:30 MARTIN SOLOMON for a Determination of Applicability on proposed maintenance,pruning of <br /> trees and desuckering at 122 Pop onesset Island Road,Assessors Map p 112,Block 6. No one present to <br /> represent Mr. Solomon. Mr. Sherman noted that the pruning would be on oak trees in a lawn area. Mr. <br /> Sherman suggested a negative determination with added language that there would be a pre-work on site <br /> with the necessity of the work itself being determined by a visit with the agent. <br /> Public Comment: None. ` <br /> VOTE: Motion made and seconded to find negative provided language is added for a pre-work on site. <br /> Unanimous vote. <br /> NEGATIVE DETERMINATION. <br /> 8:35 COTUIT GOLF DEVELOPMENT COMPANY LLC for confirmation of a resource delineation <br /> abutting various parcels along the Santuit River and in the vicinity of Santuit Pond as shown on Assessors <br /> Haps 23,30,31 and 38. Mi. Sherman explained that the issue before the Commission is a determination <br /> of what are the wetland resource areas that come into jurisdiction. Them are no plans before the <br /> Commission at this time that show the layout of the fairways,greens,parking, infrastructure, etc. If <br /> anyone from the public is present because of their concerns for other than the environmental impact,we <br /> cannot address those issues at this time. Robert Crag, wetland scientist with Sabatta Inc.,was present <br /> representing Cotuit Golf Development Company. we wish to identify for the Mashpee Conservation <br /> Commission and the public the wetland resource areas as they are defined. We have filed with the <br /> Commission the abbreviated notice of resource area delineation. A summary sheet for the Commissioners <br /> has also been prepared and distributed. lir.Gray presented maps showing the wetland resource areas of <br /> concern. Mr. Sherman noted that he is satisfied with the wetland lines drawn;however, if construction <br /> goes forward,at some point we may require, in some areas,additional transects to definitely establish <br /> whether it is 1-4 or not. Mr. Cray noted that 1 lashpee has a strict definition for ri erf'ront. <br /> Questions from the Commission'? Mr. Sherman noted that he and Diane B retos had walked half of the <br /> area with Bob Cray and have no disagreement with wetland delineations. We will need further refine -gent <br /> regarding the river front. when we do issue a determination we might want to reserve judgment on those <br /> areas in question until work is actually proposed. A further analysis of the complicated hydrology between <br /> those wetlands and commercial cranberry bogs, etc.will reed to be resolved. <br /> Public Comment: Mr.Taylor of 20 Santuit Pond Road made query as to an unidentified wetland on Mr. <br /> Gray's maps. Mr. Gray will get in touch with him to look it over. Another person asked about the <br /> locations of Routes 130 and 28 on the reap. A drainage pipe was not identified on Mr. gay's map. He <br /> will find out and get back to hien. Ike of Mosquito Control stated he would categorize it as a BVW. <br /> 11th. Cray noted that although the areas had been checked for vernal pool characteristics,a wildlife habitat <br /> analysis has not been completed. If this moves beyond the abbreviated notice of resource delineation to a <br /> Notice of Intent they will be preparing additional information. If the public knows of any particular <br /> wildlife issues,please contact Mr. Cray. <br /> VOTE: Motion made and seconded to continue, at the request of the applicant, to 8:25 p.m. on 26 August <br /> 1999. Unanimous Vote. <br /> HEARING CONTINUED. <br />
