s <br /> 4 <br /> In order to comply, the small isolated wetland area would have to <br /> be filled-in. A chemical analysis has been submitted indicating <br /> road runoff is entering the wetland. There are no other <br /> contaminates entering the wetland. <br /> In view of this fact, Ms. Boretos feels it is unnecessary to <br /> fill-in s aid area. She recommended the Commission forward a <br /> letter in support of not filling in said wetland area. <br /> References were being made to a plan, noting location of the <br /> wetland and storm drain. <br /> Mr. Sherman concurred this wetland should not be destroyed. <br /> There being no public comment or further Co unission <br /> discussion, the Chairman entertained a motion. <br /> OTI oN: John Johansen rade a Motion approving the <br /> Conservation Agent/Assistant Agent to- make a recommendation in <br /> writing requesting the area in question remain a wetland, and <br /> that it not be filled-in; which Motion was seconded by Ralph Shaw <br /> and so noted unanimously. <br /> 6: 55 Public Comment Period-The Chairman called this matter <br /> to order~ and recognized Thomas Fudala. <br /> Nor. Pudala stated his appearance before the Commission is on <br /> behalf of his neighbors, not in his capacity as Town Planner. He <br /> stated it has come to his attention that the water District has <br /> submitted an Article for the May Town Meeting requesting approval <br /> of an Easement over conservation lands. He stated each property <br /> abuts a portion of Town Conservation land, the "Noisy sy Hol e <br /> Conservation Lands . <br /> Mr. Fudala stated said document has been prepared by the <br /> Water District, and that Town Meeting Article #25 is a request <br /> for Basement to be granted by the Selectmen, to the water <br /> District for their own purposes. He stated the proposed project <br /> is to construct a twelve 1 inch water main in it, and being a <br /> fifteen hundred (1 500) foot water main would require the area to <br /> be }sept open for a maintenance access road. <br /> bir. Pudala stated he and his neighbors are "very upset about <br /> this" . He further stated that the majority of homeowners <br /> purchased their~ property because it does abut conservation land. <br /> He stated, "I know I certainly did" . He said he has flagged the <br /> proposed line and it is located right in his backyard. <br /> Mr. Fudala, on behalf of his neighbors, further~ stated this <br /> situation is quite disturbing to the neighborhood. He presented <br /> a Petition signed by the homeowners of the nine res-idenes <br /> along the subject section of road; as well as a Petition from <br /> seven of the residents, one being a scant building, no one <br /> being available at the other) . He explained said Petition is <br /> -2- <br />
