He stated Applicant owes 412 yards of beach nourishment for 1999, <br /> and 412 for this year. He pointed out the house, the top of the <br /> coastal bank, the existing seawalls. <br /> He indicated the grading plan during construction. The <br /> proposal calls for the cutting of an access road approximately 12 <br /> feet deep and which is to be stabilized with sheet piling, he <br /> indicated the location of the road cut, across the coastal bank. <br /> He pointed out areas of temporary toe stones, beach nourishment <br /> sand, and the staging area. The toe stones will then be reset in <br /> place and all stones will be reused for the new wall . He stated <br /> the design is the same as the Maushop project. <br /> Mr. Sherman suggest the planting list be noted on the plan; <br /> Mr. Hayes agreed to provide an addendum to the Notice. <br /> Mr. Hayes explained the proposed grading process. He <br /> acknowledged this will be a very aggressive/difficult project, <br /> stating his firm has the engineering capacity to complete the <br /> work. He stated this proposal offers the least environment <br /> impacts; the alternative being access by way of Deans Pond <br /> Circle. <br /> The Chairman inquired as to a plan/access for future beach <br /> nourishment; with Mr. Sherman stating it would have to be <br /> Conditioned. Mr. Hayes informed the Commission that his firm is <br /> currently under contract to provide a base line survey from the <br /> r <br /> tip PP P of Po onesset Spit to South Cape Beach, in preparation ion for a <br /> large beach nourishment project. <br /> Mr. Sherman suggested that before this matter is Closed, <br /> detail on the proposed restoration be provided. Mr. <br /> furtherp P <br /> Hayes responded that he would provide a replanting plan. <br /> George Green requested information on stone sizes. Mr. <br /> Hayes informed him that he expects to reuse everything. The toe <br /> stones are 6-8 ton; the secondary stones are 4-6 ton; he <br /> indicated locations where stones will be 2-3 ton and 25-50 12 <br /> inch rock base with pinned filter fabric. He then pointed out <br /> the location of a railroad tie retaining wall which has also <br /> collapsed three time. He proposed constructing a vertical <br /> retaining wall with a reinforcing soil system behind it. <br /> At this point Mr. Sherman requested further details on the <br /> construction of the proposed retaining wall be provided; to which <br /> Mr. Hayes agreed. <br /> The Chairman noted this appears to be a very complicated <br /> project, stating his uncertainty regarding an agreement among <br /> property owners to provide funding for a beach nourishment <br /> program. <br /> The Chairman reiterated his concern for future beach <br /> -15- <br />
