27 July 2QOO
r
Page 2.
F
Their strategy is: First step is to stop the internal loading, not entirely stop
it but to reduce it and slow that biological production to improve that trophic
health of the pond. This is what this Notice of Intent is about, the watershed,
the plume w .are dealing with and may be corning back to Mashpee and the
'down of Falmouth to look at geoc emical barriers. Testing is going on in the
labs. That will support a design of a system in the future. There aro two
sources, the pond itself, ghat is in there already and what is corning in.
Another part of the strategy is on-going monitoring. Extensive data collected
last year is in the technical memorandum referred to in the Notice of Intent.
Pointing to a slide and a hatched area, Mr.' Smith referred to this as the
footprint of the plume, where it is discharging to the pond. These ponds draw
water up very dramatically around their edges. That plume is being pulled
vertically up. The deep basin, a solid line near the o' depth contour, i
where they are proposing to do the inactivation, in the sleep zone. The project
has been designed to minimize impacts to fisheries and biota. Part of the
design has to do with this deep area. As to whether they are going to affect
habitat, yes, they are, positively, that is the goal.
They have had a number of advisory group meetings with both towns and the
communities around the pond. The goal is to do this treatment, in the pond,
that one portion of the overall program, this year in September.b.er. Questions
that have come up have been about regulatory authorities and water quality
certification, dredging permits and so forth. They have evaluated these items
and for the most part they are not applicable. They will likely have to fill out
the Herbicide application for license. habitat survey under wetlands Regs, it
is an alteration greater than 5000 s.f. They have reviewed the information
and by design of the project, where they are undertaking this work, they are
not going to be affecti
