30 November 2000
Page 6.
i
of Conditions. Bill Fisher r came up with a suggestion for substitute wording for that.
There has been, unbeknownst to the Commission, some additional wells put,in that Bill
has not had a chance to review. He wanted tQ change the from the wording in italics to
the wording in regular- Print which basically gives us the right to require additional
installation of additional ground monitoring wells but wants to have it more generally
worded after he reviews the dataubmitted. We do not lose anything but it gives the
flexibility for Bill to review what has been 'done and to suggest that we require
additional ground monitoring yells.
Mr. Talbot asked if some of what we hive been asking the Air Force to do has already
been done? Mr. Sherman stated it appears so.
Ms Boretos stated she has been put in a very difficult position. She was told about this
by Peggy F antoi about the change in language yesterday. She was originally asked to
do up these conditions that the Commission looked at where this language is being
proposed to be changed. Her understanding is that Bill sloes not know that these wells
are outside of the Quashnet Bogs, down gradient. All he knows is that they put in
series of shallow wells within the bog, according to Peggy. They are shallow wells.
The Chair asked if these do not show on the map the Commission was given? s
Boretos stated she had just found this out yesterday afternoon from Peggy that there
have been additional shallow wells put in within the Quashnet Bogs. The original
language reviewed by the Commission spoke to putting clown gradient wells.
Mr. Sherman stated we have been letting them put in wells progressively as they wished
to; it is an exemptactivity under the act. The Chair stated it would have been nice to
have been informed.
Mr. Sherman stated Bill Fisher believes there are other wells they have put in but has
not had a chance to refer the data yet and is asking that vire make the wording a little
less specific so that we can adapt our needs after he has done an analysis.
Mr. 'Talbot asked if he was certain that issue is going to be addressed? Mr. Sherman
was certain. The Conservation wording required monitoring to be done.
Ms Boretos stated the change is that you are not requiring wells outside the bog, down
gradient. Mr. Sherman stated he is not saying that. He is our consultant that has been
n board for several years.. Bill Fisher has the expertise to do this, he does not, nor
does anyone on the Board. He is asking us to make this language a little more flexible
and we will still have the right to require them. He would like to adopt this but would
life to acid to the language, ground water and/or urface water monitoring, as deemed
appropriate.
Ms Boretos asked what 'he will base that threshold n Mr. Sherman did not know.
She asked if it is a problem with AFCEE? He did not think so but does not care if they
object. There are other vehicles for attacking it, not just ConComm.
Mr. Talbot asked ghat Mr. F'isher's timetable is Mr. Sherman stated he touches base
weekly with-him.
Ms Moore asked if the new language is approved, and the Commission wanted the
don-gradient wells, could they be required. Mr. Sherman stated that would be a vote
