30 November 2000
Page 7.
f this Board. If Bill Fisher advises that we need therm. We have been following his
recommendations for years and they have, been good ones.
Ms Moore asked if Bill Fisher think that we meed thern? Mr. Sherman stated he thinks
there is a good possibility that we do.
.Ms Boretos stated the original language stated that this well shall be installed within
eight months, sampling shall be pre-approved by the Commission prior to installation-of
this monitoring well. The Chair stated that was only for one well, the new one says for
additional wells. He thought it was more flexible and'still gives the Commission the
power. He asked IVIS 1 oretos what she thought and she stated she would rather be
done with this.
VOTE: Motion made and seconded to adopt the substitute language with the added
surface monitoring. . Unanimous dote.
PC: The Agent lauded the Subcommittee members for their efforts.
Ms. Moore advised there was a very good. meeting with three people from the Cape Cod
Commission, the Agent and Assistant Agent, Tom Fudala, Beverly Kane and Evelyn
u shnfeldt. She and Michael'Talbot were present also.
They outlined the area for the DCPC.- The or=iginal area is in red. There is a problem
getting together with Barnstable with the DCPC going slightly into there.
Torn Pudala asked what they were trying to accomplish and what is the major goal?
They feel the major goal is to reduce the nitrogen loading. He thought there aright be
better ways of doing. it than making this into a DCPC area. Perhaps Board Of Health
could adopt some type of regulations. The next step is to tally with some of the Boards.
Mr. Talbot advised he sat down today with Selectman Green who updated them on
some things he is working on. He brought up the point that in their research they have
found, in tallying with the State, that the Board of Health can declare Poppon sset- Bay
a critical nitrogen sensitive embayment. It would have almost no impact, only from
DEQ. Selectman Green is organizing a meeting of the Selectmen, Conservation
Commission, Board of Health and the Sewer Commission to create a united front to go
to the State. In the five years the State has been able to do this, they have never
declared any bay in that position. By going to them in this united front, the hope would
be-to declare Poponsst lay the first. That would, in tura, create some options that
n DCPC cannot address, in particular a regulation called 40B which can exempt large
subdivisions from a lot of regulations. Tom Fudala's'point was that a DC.PC. would have
no impact on that or single owner lots during the period when these regulations were
set up.
Mr. Sherman stated Torn was not advising us to go the DCPC route because he thought
if use chid adopt some individual unit denitrification system it would interfere with the
tern-vide plan for wastewater treatment. To a question of the cost of that plan, Mr.
Sherman advised the Town has appropriated money for a study that has been held up
by contracts. He feels use are at a crossroads and do not know which way to go. H
suggested pursuing what Selectman Green is talking about.
