s i <br /> • <br /> 2. santuit Park. Bob stated that he received a copy of a Land Management Plan for <br /> Santuit Park. He thinks the Selectmen are going to create a Management Committee <br /> consisting of three members: one to-be appointed by the Barnstable Town Manager, <br /> one to be appointed by the Mashp a Selectmen, and one member to be from the <br /> Massachusetts [division of Fisheries and Wildlife. Bob thinks they are going to need <br /> our expertise in terms of cranberries business, and he suggesed that he meet with <br /> Elliot to discuss. <br /> 3. Report on nitrogen drainage. Bob distributed to the members Wa uoit Bay's <br /> Science and Policy Bulletin #8 regarding drainage of air-borne nitrogen into waterways. <br /> Bob thinks this has implications for our polices under Chapter 172 on naturally <br /> vegetated buffer strips and lams, and should be on the Regulations Sub-Committee <br /> agenda. He thinks this research should be cited in our regulations because it gives a <br /> good scientific basis as to why we restrict lams and require naturally vegetated buffer <br /> strips. <br /> . SE 3-2013. Bob stated vire have a request for an administrative review of SE 3- <br /> 2013 to change the configuration of a driveway because of a safety issue. This is <br /> within the work limits and Bob recommended approval. <br /> Motion made, seconded and unanimously carried to approve the administrative review <br /> to SE 43-2013. <br /> 41 5. Popponesset Island. Bob said regarding the issue of huts being stored in the New <br /> Sea bury Marina and Little Fiver Boat Yard [as recorded in the 11/7/02 minutes], he has <br /> recently received an anonymous letter of complaint that storage continues to be <br /> allowed. our decision to continue to allow storage was in accordance with Perry Ellis, <br /> Fick York, the Harbor Master and Shellfish warden, and Bob still believes that storage <br /> in the water is better than storage on the salt marshes. He can't reply to an anonymous <br /> letter, but he recommended that he talk with his neighbor, who is a conservation agent, <br /> to see how San Wch is handling this problem. All agreed. Bob doesn't think this is a <br /> major problem at this time. <br /> . street drainage at 47 Redwood wood circle. Bob said we permitted revegetation of <br /> almost the entire lot because there was so much invasive vegetation. The landscaper <br /> did his best to control erosion, but there is a pre-existing and continuing problem with <br /> street drainage. Bob said he can encourage the owner to deploy additional hay bales if <br /> necessary to prevent drainage into the pond. He said it's not an immediate problem <br /> because the drainage is noir going into a lour spot, but it must be fixed and he'd like to <br /> see ghat the Town can do to help out because a lot of the water is corning off the Town <br /> road. He Wil handle this informally. <br /> 7. Popponesset creek Dredging. Bob said that Mitch Ziencina told us that chapter 91 <br /> does not obviate our Order of Conditions which specifies the one-time dredging, and <br /> Torn Counsel concurs. Bob wrote a letter to Norm Hayes saying he thought it was an <br /> attempt to get this done from their client's perspective and the perspective was false. <br />
