He has a crushed driveway, has shells in front and sand dumped all <br /> around the rocks. She thought when people did things prematurely, they got <br /> reprimanded in some way. <br /> Ms. Caffyn said Mr. Blythe killed off all the roses two years ago and she doesn't see <br /> any repercussions on that. She said this happened before the septic system was <br /> installed in early June, with Mr. Blythe present and telling the worker exactly where to <br /> put the rocks. When one of her neighbors asked that he please keep it open for the <br /> handicapped, that was not done. In the meantime, because of the structure of the <br /> rocks, the bikes and wagons began to pile up. First he caused the problem, and then <br /> he says he has a problem. When the rocks were moved out slightly, all the bikes and <br /> wagons went in. She said this is tideland, and he's not supposed to build any structure <br /> there. So it's filled land and a structure. <br /> When the rocks were put in there were two projects -- one was the dredging and one <br /> was the sea wall. (Bob said that is not the object of this hearing and we should not get <br /> into it.) Ms. Caffyn said it correlates everything because it was all done at one time. <br /> There was a large amount of sand put down covering a paved road that was used to go <br /> to the Country Club with no approval for fill. <br /> . So we see roses killed, a wall of rocks moved in causing people to be hurt while <br /> carrying things over them, a driveway put in, shells which are cutting people's feet, all <br /> with no repercussions. They have a preliminary injunction to remove some of the rocks <br /> and a court order. <br /> Bob said if Ms. Caffyn has a court order and has the rocks moved on her behalf, then <br /> she is in violation too for not getting a permit for moving them around. <br /> Len said that Mike commented earlier that the resource areas are not delineated on <br /> this plan. Bob said he's not worried about that because we have previous plans on the <br /> same property which are still valid which do define those resource areas. He said the <br /> Commission can decide if they want Mr. Blythe go through the process of having a new <br /> survey made delineating all the resource areas for this application. <br /> Carol Desesa, 1 Shore Drive, said there is a road that crosses the property in question <br /> and has been for many years - she's been a resident since 1972. In the winter of 1978 <br /> part the road was washed away, and three rocks were moved in so that cars would not <br /> drop off the end of the road onto the spit. There are now at least half dozen rocks and <br /> doubled in size. The road that crosses the property that was paved in the '60s was not <br /> covered with sand last year. The sand must have been dumped on the road in June of <br /> this year. The sand that was dumped onto the road and onto the spit is foreign sand, <br /> and that has to be a Conservation issue. She has friends who have difficulty crossing <br /> . the sand and the wall created there. She said the rocks were moved again in July, and <br /> F <br />
