MASHIREE CONSERVATION COMMISSION <br /> (Minutes of March 4, 2004 <br /> Public Hearing <br /> I ash ee Town Hall Meeting Boon I <br /> Commissioners present: Commissioners Present: Michael Talbot, Vice Chairman, <br /> Leonard Pinaud, Clerk: Lloyd Allen, Cass costa, Jeffrey Cross: Stephanie Jones, and <br /> Ralph Shaw. <br /> staff resent: Robert Sherman, Agent, Lori Soucy, Assistant conservation Agent, and <br /> Frances Wise, Board Secretary <br /> (Michael Talbot, Vice Chairman, called the meeting to order at 6:55 p.m. <br /> Public Hearing: None. <br /> Non-Hearing Aenda <br /> Old Business: <br /> 1. Erosion Control Bank program progress report. Bob said a building at Quashnet <br /> Bogs has been donated to us by the Air Force. He distributed to the members a memo <br /> he sent to P. Costello describing the plan and requesting his opinion. He also <br /> distributed a list of supplies and suppliers researched by Diane Guidebeck, cinnamon <br /> Fern Environmental Design and construction firm at Bob's request. He said the cost to <br /> have these materials on hand will probably be several thousand dollars. His aim is to <br /> have this material available for our own use on Conservation land, but also ,make it <br /> available to the public at a slight mark-up to cover our costs. Bob Inas lined up a retired <br /> person who will be Uon call" to handle the sales to the public. <br /> 2. Regulations Sub-Committee. Bob said they met at his hone the previous night and <br /> got quite a bit accomplished. They reviewed all the regulations where work needs to be <br /> done. Michael will work on lawn standards and revegetation standards, which <br /> comprise ,most of the violations in the buffer zones and resource areas. Bob will work <br /> on a provisional by-law for protection of areas of special ecological significance. The <br /> new guidelines will be more specific than the old ones. Bob said there are additional <br /> areas that need to be worked on, and when everything is submitted to the Sub- <br /> Committee, Stephanie will review the whore package to find inconsistencies. <br /> 3. RFAA. Bob said we had a request for an administrative approval for an extension of <br /> the time frame from April 15�h to May 1 t", which amounts to changing a condition in a <br /> Certificate of compliance. Bob doesn't know if this is possible, and he thinks that the <br /> applicant may have to refile. Bob recommended that he check with the MACC, ars well <br /> as get DEP's opinion and ,Hake sure they are in the loop the whole time. <br />
