The project calls for the reconstruction of an existing boat slip, <br /> installation of sheet piling to protect the bank and a timber landing for access and minor dredging <br /> to open the slip entrance. The repres ntative told the commission that the slip was originally <br /> -constructed prior to 1970 and thus pre dates l ashp e's conservation regulations i.e. <br /> grandfathered).. /Mitigation is proposed to replant any disturbed meas of coastal bank,Land' <br /> Subject to Coastal,Storm Flow and salt marsh with native vegetation akin to what i lost. Mr. <br /> Schap read a letter from Rick York(Shellfish Constable)to the commission in which Mr.York <br /> gave his endorsement for this project. The meat told the commission that the l ashpee harbor <br /> Master(Perry Ellis)also gave his endorsers nt for this project. The agent recommended <br /> approval. <br /> Motion made, seconded andunanimously carried to close and issue permit <br /> :09.. .m. Poponnesett Beach Association,Dean's Pond(NO1): Meth Cassel of Aquatic <br /> Control Technologies represented the client and described the project. The project calls for the <br /> implementation of an integrated Aquatic Management Program to control the non-native <br /> shoreline/weda.nd plants common reed and purple loosestrife. Mr. Cassel described the herbicide <br /> as glycophate based(rodeo)and treatment procedures would involve`asp n" applications <br /> (directly on the targeted plants). Len Pinaud inquired as to the potential adverse impacts of this ' <br /> herbicide to the aquatic life in Dean's Pond. Nor. Cassel said using the spot on application <br /> technique would ' ' ` the adverse impacts. The agent and Len Pinaud still expressed <br /> concerns over the impacts of this herbicide and inquired as to alternative application methods to <br /> reduce possible adverse effects. lir. Cassel informed the conunission that a`scut-stern, paint on' <br /> approach could be used for the phragmites application as opposed to a sprayer/injector <br /> application. lir. Cassel went on to say that this application method could not be used when it <br /> comes t the purple loo estrife and would have to use the`spot on' technique for those va,sives. <br /> The agent recommended approval. <br /> Motion made, seconded and ianffnously carried to dose and issue a permit. <br /> 7:12 p.m. Edward Gildea, 194 wading Place Rd(RDA): John Slavinsky from Cape&Islands <br /> engineering represented the client and described the project. The project cabs for the removal of <br /> existing septic tank and installation of a new septic tam for existing Douse expansion. The agent <br /> recommended a negaive det rrni.nation. <br /> /Motion made, seconded and unanimously carried for a negative det m nati n <br /> 7:15 p.m. Punkhorn Realty SLC,go Punkhorn Pont Rd A Q-John Slavinsky from Cape <br /> Islands Engineering represented the client and described the project. Mr. Slavinsky presented an <br /> extensive landscape plan prepared by Michael Talbot and Associates to the commission.
