1 <br /> or <br /> l ashpee conservation Commission <br /> Minutes of January 10, 2008 <br /> Public Hearings <br /> Ma hpee Town Hall <br /> Commissioners Present: Jack Fitzsimmons (Chair), Ralph Shawl ice chair), Jeffrey cross, Lloyd <br /> Allen, Cass costa and Leonard Pinaud <br /> staff present: Drew McManus (Conservation Agent) and Melissa Brawn (Board Secretary) <br /> Jack Fitzsimmons mons called the meeting to order at 5: 5prn <br /> Post Hearin ends: <br /> 1) Guidelines for conversation Commission Lands& Town Owned open space—Public , <br /> Input <br /> The Agent had the Chairman reed the Guidelines for the record. The Commission invited public <br /> comment on the document, and no one in the audience commented. The Agent asked the <br /> Commission if they had anything to add to the Guidelines, if not that they needed to vote them in. <br /> Motion made, seconded and unanimously carried to approve the guidelines as read. <br /> 2 conservation Lands at Johns Pond <br /> The Agent informed the Commission Sion that he had recently visited the area and discovered three <br /> pitch pines pulled out of the ground, root ball and all. He explained that they were stacked in the <br /> sand pit; he believes they were to be used to build a bon fire. The Agent inforTned the <br /> Commission that he seat ernails to.both chief Collins of the I lashpee Police Department and <br /> Chief Baker of the l ashpee Fire. epartrnent. He asked chief Collins to step up patrols there, <br /> especially in the weekend following the discovery. Chief Collins did send an email to confirm that <br /> he will be increasing patrols in the area. The Agent stated that the devastation of these areas is <br /> exactly why the Stewardship Program is so vital and needs to be started as soon as possible. <br /> Notice of Intent(NOI)filings <br /> The Agent informed the commission that he had done a few on sites recently and noticed at an <br /> alarming rate that Orders of Condition are not being followed at sites. He is not supplied with <br /> Contractors nares and numbers and that the Orders of condition and.Notices of Intent are not <br /> kept on site. He explained to the Commission that he would be requiring the construction <br /> methodology and hover the construction will adhere to the performance standards. The Agent <br /> would like to see each of the performance standards listed from the regulations. The Notice of <br /> Intent paperwork already includes these requirements;they just need more strict compliance. <br /> 4) Meeting with Town Manager on Stewardship initiative <br /> Chairman.Jack Fitzsimmons spoke for the subcommittee on the Stewardship project. He <br /> explained that they had met with the Town Manager and were asked to expand the project to <br /> include stewardship for all of the Town's conservation Lands as well as the open space areas. <br /> He stated that they had core to a compromise and would include open space, but they would <br /> start in the conservation Lands and enlarge the covered areas over time. chairman Fitzsimmons <br /> asked for ai vote to accept the Stewardship program. The subcommittee will be meeting again to <br /> discuss the role of the plan and finalize a draft of the guidelinesplans. He asked the Agent to see <br /> if he could get his hands on the guidelines used by the 300 Club in Falmouth. He also asked if <br /> everyone had seen the original daft and had any comments or changes. None of the <br /> . <br /> Commissioners spoke to amend the draft. <br /> Motion made, seconded and unanimously carved to accept the stewardship program. <br /> 5) Approve Meeting Minutes from 11129/2007 <br /> . 1 <br />
