r4 <br /> Bob Bravman of Bravman &Associates stood to represent the applicant. He described the applicants <br /> wish to construct ars elevated walkway from the landward end over the marsh to upland and place public <br /> access steps. The elevated walkway will be 3.5 x 74.8', the Corps. of Engineers have already issued a <br /> permit for the project. The Agent recommends approval, as the elevated walkway will prevent direct foot <br /> traffic over the salt marsh. He explained that the measurements and materials meet the current <br /> performance standards as well as the sunlight penetration specifications. <br /> Lotion made, seconded and unanimously carried to approve the amended order of conditions a <br /> proposed. <br /> w - <br /> 7:12 p.m. Marjorie Altschuler Trs, NOI—68 Waterway <br /> (Construct and maintain a wooden retaining gall with "x 10"T&G sheathing) <br /> ,John Slavinsky of Cape and Islands Engineering stood to represent the applicant. He described the <br /> applicants wish to install a wooden retaining wall on the property. ,John stated that the retaining wall <br /> would be constructed as reverse grain with the run off being directed back landward not towards the <br /> grater. The Agent pointed out that the applicant applied for it in 2000, but then the applicant was <br /> considering vinyl. The Agent questioned why the change in materials was implemented. Mark Burtis of <br /> Little Fiver Dock Construction stood to address the question. Mr. Burtis stated that the materials were <br /> changed due to esthetics and durability. The Agent worries that the area will b all bu.1kheads/retaining <br /> wall structures and asked if am other altern �tives vere- r�sidered. Mr. Slavirisky did state that they had <br /> { considered fiber rolls and like materials but due to the failure at the cross property nearby decided <br /> against those alternatives. The Agent requested that he receive a construction methodology as well as an <br /> access plan for the project and suggested a continuance until those can be provided. Mr. Burtis agreed <br /> to provide those documents and started that most of the equipment will be brought by water to the site. He <br /> also stated that the back fill material would be dumped in the front yard and wheel barrovwred outback. <br /> The representatives requested a continuance to prepare the requested documentation. <br /> Motion made, seconded and unanimously carried for a continuance until 1124/2008 @ 7:15 p.m. <br /> 7:15 p.m. Richard Kurus .la, Not—373 i onomoscoy Road <br /> (construct a garage, deck and an addition to the house, and upgrade Title V septic system and proposed <br /> driveway) <br /> John Slavinsky of cape and Islands Engineering stood to represent the applicant. He described Mr. <br /> Kuusela's wish to construct a garage, deck and an addition to the house, a driveway as well as upgrading <br /> the Title V septic system. The Board of Health submitted a letter that the application is currently under <br /> review. IIIb. Slavinsky explained that the septic is currently composed of two.cesspools on the waterside <br /> of the home. The Title V upgrade would include new pumps and the new leaching field would be more <br /> than 100 feet from the water. The garage to be constructed would include two bedrooms on the second <br /> floor, but there will not be any cooking facilities, ars zoning does not allow for it. The garage will be a drive <br /> thru with access on either side. The project will also include construction of a 24'x 10'deck. The Agent <br /> explained to the Commission that the entire property is in the flood zone. The Agent requested the <br /> dimensions of the garage (32'x 40 `— 12 0 sq ft and stated than he would like to know how many trees <br /> would be removed for-the construction. finder Regulation 25 Part 2 Section A, any construction done in <br /> coastal storm flow area must have mitigative plantings equal to the project size. While currently the area <br /> is covered with scrub grass}the Agent foresees at least 5 or 6 trees being removed and the.flood capacity. <br /> reduced by this removal. The Agent did mention that the plan currently includes some mitigative plantings <br /> but that there needs to be more due to the size and scope of the project. The Agent suggested ai . <br /> continuance until the current landscape plan can be expanded and a list of plantings completed.
