Mashpee conservation Commission <br /> Minutes of larch 6, 2008 <br /> Public Hearings <br /> Mashpee Town Hall <br /> commissioners Present:John Fitzsimmons, Lloyd Allen, Jeffrey Dross, John Rogers, Cass costa and <br /> Paul Smalley <br /> staff pert: Drew McManus (conservation Agent), Elizabeth Leidhold (Asst. Conservation Agent) and <br /> Melissa Brown (Board Secretary) <br /> Lloyd Allen called the meeting to order 6:55pm <br /> Post Headona A ends: <br /> 1) Lard Stewards fleeting update <br /> The Agent updated the Commission on the meetings outcome.The Agent stated that the meeting <br /> attendance was approximately 50 people, and all are currently signed up to volunteer. He is still <br /> in the process of compiling the master list and is going to make sure all areas are covered. He <br /> explained that Torn Mayo had dome an excellent job at the meeting and had been able to upload <br /> all of the parcel reaps to the Town website. The Agent also infornned.the Commission that Torn <br /> had set up individual emails for the Area coordinator positions. The Agent explained that h <br /> hopes the four coordinators positions will all be filled, and currently there is one volunteer filling a <br /> spot. Commissioner Cross stated that he had discussed with the Agent looking into extending an <br /> offer to townspeople where they could be an Area Coordinator as part of a an agreement/ <br /> understanding with the Town to offset a portion of their taxes if the positions were not filled purely <br /> by volunteers. The.other Commissioners liked the idea as well and asked that.the parameters of <br /> the agreement/understanding. be sought out, are there income limits or other restrictions on who <br /> can apply for the offset. The Agent stated that he would look into it further and report back. <br /> Tribe Environmental position <br /> Chairman Fitzsimmons mons informed the Commission and Agents that Chuck Green had been <br /> appointed as the Mashpee v ampanoag Environmental Coordinator. He asked that-the Agent <br /> help chuck out to the greatest extent possible without neglecting his other Town duties. The <br /> Agent explained that he definitely will be available to Mr. Green should he have any questions. <br /> Town Land meal <br /> Commissioner r cross informed the Commission that part of the Town's land deal with,the <br /> Wampanoags would directly affect Conservation. He stated that a part of the deal as advertised <br /> includes 8 acres of land that is considered Conservation area and would forever rule out the <br /> creation of a charnel there if included in the deal. He explained that he would be attending the <br /> Town meeting about the deal and he feels that the deal should be looked at more closely by the <br /> other Commissioners. Commissioner Cross asked that it be discussed at the next hearing. <br /> Presentation regarding Quashnet Bogs by Mr. Fred Bottomly <br /> Fred Bottomly stood to present to the Commission his ideas for the Quashnet Bogs. Mr. Bottornly <br /> explained that his company would like to submit a management plan to the Towel for the Quashnet <br /> bogs. The plan'would be similar to the agreement they already have on file with the Town for the <br /> Garner Farley hogs. The management plan would include incurring all costs for the restoration and <br /> upkeep of the bog. He explained that unlike past agreements the Improvements and supplies . <br /> would be left for the Town even after the plan expiration date.The only cost to the Town would b <br /> 200 8"crops and future year crops as determined through negotiation. The first thing Mr. Bottomly <br /> stated would be done is installation of a locked gate to keep the bogs safe. The keys to the gate <br /> would be given to all necessary parties like police and fire departments. He explained to the <br /> Commission that the bogs are in good shape; about % are in good healthy condition while only <br />
