Mr. Slavinsky and the Agent stated that <br /> they were in receipt of a letter from Natural Heritage and they had no concerns. The Agent informed the <br /> Commission that the Harbormaster and Perms Ellis the Shellfish Constable had signed off on the project. <br /> The Agent recommended approval. <br /> Motion made,seconded and unanimously carried to close and Issue. <br /> 7:30 p.m. New Seabury, RDA-108 Shore Drive West <br /> (Fill depression)(Cass Costar recuses herself <br /> Norman Hayes stood to-represent the applicant. He explained that the applicants wish to complete <br /> project previously permitted in 2000'. The original permit was for 2500 cubic feet of fill to be placed in the <br /> location. The 2500 cubic feet was not installed-and the applicant wishes to add 1200 cubic feet now. It will <br /> be installed ' landward of the coastal bank. Mr. Hayes explained that they also wish to protect the road <br /> for future beach nourishment. The fill meets the Town and Mate performance standards. Mr. Hayes <br /> stated that the plantings could be extended and that Tee 2 bould be pleated to establish/finish the wildlife <br /> habitat. The Agent asked Mr. Hayes if the moofla will remain undisturbed. Mr. Hayes said that it mould <br /> remain undisturbed and tripled in size. The size of the moofla will allow for the use of fertilizer to be cut, <br /> way down. The Agent recommended approval, as he does not see that it will affect the bank. <br /> Motion made, seconded and unanimously carried for a Negative Determination n conditioned that <br /> the plantings are reviewed with the Agent. <br /> 7:33 New Seabur , NOI-—108 Shore Drive West(Beach stairs) <br /> (Cass Costa recuses herself <br /> Tara Marden from the Woods Hole Group stood to represent the applicant. She explained that the <br /> applicants wish to install stairs leading down to the beach as well as a viewing platforTrn. IVH Marden also <br /> explained that the area is previously disturbed and hes no vegetation. The stain will be removable and <br /> end at the revetment but will require two permanent sorra tubes. The viewing platform will be 10'x 12' in <br /> the beach grass(not classified as coastal dune). The platform will be 0 light penetrating and will be <br /> elevated over the grass.as to allow it to grow. The platform.structure Mrs. Marden explained will be <br /> permanent and require 6 sons tubes. Mrs. Marden further explained that the platform and stairs are an <br /> attempt to redirect the foot traffic that is so destructive currently in the area. The applicants are hoping to <br /> cut down on the impact and Deep beachgoers bff the coastal bank. The Commission asked ghat other <br /> efforts they are using to keep people off the bank. Commissioner Pinaud asked if snow fencing'could be <br /> used to keep people out, even if temporarily for the first few months until they get used to the new set up. <br /> Mrs. Mar seri said she thought the applicants would be fine with some tripe of fencing as long as it was <br /> easily removed so that the trucks could get In for beach nourishment. Mrs. Marden said she thinks <br /> signage may also be used to direct people. The Agent explained that the D.E.P had not issued a number <br /> yet, but he recommended approval pending receipt of the number. <br /> Motion made, seconded and unanimously carried to close and Issue pending receipt of the r .E.P <br /> number and with the condition to add a removable fence. <br /> p.m. John Mitchell,AOC—106 Waterway(Landscaping) <br /> Heather Wright of Heather Wright Landscape Design stood to represent the applicant. She explained that <br /> the applicant vishes to do some landscaping around a reconstructed bulkhead. The landscape plan <br /> includes adding some Arborvitaes to some existing)to continue the natural screening they provide as <br /> well as removing some damaged trees: one Holly and one Cedar. 5 Hollies will be planted where the <br /> Cedar is being removed. IVIS. Wright also explained that a Weeping Birch will need to be removed due to <br /> damage but that the plan calls for replacing it with two River Birches. She went on to explain that the plan <br /> has a lot of wildlife value with many berry bushes being planted which will attract many different types of <br /> binds. Ms. Wright v ill also be removing all the nominative inva ives from the property. The homeowner has <br /> requested in the fling that some of the patio and walkways be replaced with dry lard pavement and that <br /> the lawn wriII be reconfigured. The lawn reconfiguration will be a net swap in rterms of area. The Agent <br /> asked what material the lawn would consist of. Ms. Wright ht a plained that it would be conservation see <br /> 4 <br />
