Mashipee conservation Commission <br /> Minutes of December 17, 2009 <br /> Public clearings <br /> Mashpee Town Hall <br /> Commissioners: Chairman Jack Fitzsimmons, like Chairman Ralph Shaw, Jeffrey Cross, Brad Sweet <br /> Staff Present: conservation Agent- Drew McManus <br /> Administrative Secretary— loris Carpenter 4 <br /> The meeting was called to order with a quorum by Chairman Fitzsimmons at 6.55 pm. <br /> There was no public comment. <br /> Pre/Post Hearin enda <br /> 1 - Approval of Minutes from 11/19109 � <br /> Motion made, seconded and unanimously carried to approve the minutes of 11119109. <br /> 2 Tribal Patrol on MNWR Partnership Lands(Vote) <br /> The trig is part of the Mashpee National Wildlife Refuge Partnership Group which is made up of <br /> many different ownership entities ranging from Drench, State Federal Fish and VVildlife, DGR and a <br /> few other state Colas which encompasses the Quashnet Woods,, Jehu Pond, Mashpee Pine <br /> Barrens and some of the more sensitive areas as well. In an effort to dissuade illegal dumping, the <br /> IJarnpanoag Tribe has created a position where a person will go out and patrol each week <br /> throughout tribal and refuge lands. Agent McManus states that it would be a good Edea to put this <br /> up for a formal vote from the Commission. The Tribe would like to have all partners agree to thea <br /> having a patrol for the purpose of making their presence'known and issue fines for illegal dumping. <br /> uan Tobey is the Natural Resource Coordinator for the tribe and his assistant chuck Green are <br /> the contact people and they will organize a rotating patrol covering all partnership lands and pr vide <br /> monthly reports. Chairman Fitzsimmons mentions that the War npanoag Tribe is a Sovereign nation <br /> and believes that a formal agreement should be drawn up and Agent McManus is agreeable and <br /> will address at the next Town Council meeting. <br /> Motion made, seconded and unanimously carried to approve subject to review by Torn council <br /> 3 updates: <br /> 0 Mash ee River 11 oodlands Wildfire Preparedness Grant: <br /> a Fire Access road is completed and the wildfire/urban interface area has been flagged for <br /> pruning. <br /> b A Gate ordered with a l nox box to restrict access to the MRW fire access road. <br /> c Flagged area that was identified in the Wildfire Evaluation Report as the Urban Wildfire <br /> interface which is the buffer zone between the Woodland parcel and the abutting <br /> subdivision off Mashpee Neck Rd and a portion of Quinaquisseft Ave. DPW will be <br /> doing undrstory mowing along the flagged area. <br /> State Ethics oard Exam—reminder that if you haven't taken the test than-please do. <br /> New Chapter 172 Rmulation#28Activities on Mash ee Conservation Lands),Refer to 1 - <br /> 1 thru 173-3 of the Town -La v:, A while back, a #gearing announcement was placed in the <br /> local paper regarding a list of activities and guidelines on Mashpee conservation lands and <br /> a,public Meeting was held with no public comments. The Chapter 173 bylaw allows the <br /> Commission to adopt new regulations and amend and/or edit current regulations without <br /> going to town meetings or requiring approval from the state Attorney General's office.
