Jack Vaccaro from Vaccaro Environmental Consulting i 'repre enting for Dan Abrams and i <br /> looking for approval for a pool under Mashpee's local bylaw. Mr. Vaccaro explains that there is an <br /> existing lawn area surrounded by a stone wall that Mr. Abrams would like to trap form the area into <br /> a swimming pool and patio. The excavated material would be used to level a lower area that is in <br /> the rear of the property that has been landscaped with overgrown rhododendrons and other <br /> ornamental shrubs. Mr. Vaccaro states that there will be no clearing of vegetation within the <br /> wetland area and although a portion of the pool is being proposed within the o' buffer, the area is <br /> existing lawn. Mr. Vaccaro also states that Mr. Abrams has experience with excavating and claims <br /> that he can excavate the pool area with a mini excavator and move the material with a bobcat but <br /> will need a 6' wide access way for the equipment. He states that there is an existing ' gide <br /> pathway than he can utilize to access the property but if Mr. Abrams was forced to remove the <br /> excavated material (approx. 90 yards), than he would require larger equipment. LSCSF, Boffer Zone to Salt Marsh, B VW Land Containing S e s , Land Under <br /> Ocean <br /> Material s ub MItte x Site Con struction Plans, 4 pg 715111 Baxter Nye Engin e ering & Survey 9 <br /> Matthew Eddy from Banter Nye Engineering is representing the applicant and also present is Lori <br /> MacDonald, Wetlands Scientist from Bauer Nye Engineering and Catherine Laurent, Director of <br /> DPW for the Town of Mahpee. Mr. Eddy explains that the project is part of the Cape cod Water <br /> Resources Restoration toration project. The purpose of the project is to treat stormwater runoff to enhance <br /> the water resource and shellfish bed areas. Mr. Eddy continues t6 eplain that the area of proposal <br /> is the southern end of Ma hpee Neck.Road, approximately the last 1200' of road prig to the town <br /> landing. The drainage area contributing to the project area is approximately 9.6 acres of which <br /> approximately 1.9 acres is impervious surface and of that 1.9 acre area is approximately .9 acres of <br /> impervious area that currently does not receive treatment for the stormwa.ter runoff. The untreated <br /> grater currently i being discharged into Shoestring Bay at the head of Popponeet Bay. The <br /> proposed project is to design a stormwat r management facility for improving water quality. The <br /> NRCS has creamed specific guidelines and criteria that they are to follow for the design. There are <br /> eight systems being proposed which includes ar bio-retention Swale along the lower easterly side of <br /> Mar hpee Neck Road that will provide enhanced pre-treatment and enhanced water quality well <br /> beyond what a catch basin would do. They have also provided check damns prior to the coveted <br /> entrances that will bring the water to underground chambers. TSS (Total Suspended Solids) <br /> removal goal was % required by DEP and they have accomplished 2%., The bio-retention <br /> section will have plantings and a compost peat section to enhance nitrogen uptake and removal of <br /> pollutants. NRCS proposed schematically to have the end of Mashpee Neck Road in pervious <br /> pavement which would allow the runoff to infiltrate through the pavement for some treatment. <br /> Banter Nye found than not only will the cost be steep but they have also discovered than in coastal <br /> areas, especially in this area, pervious pavement would be very hand to maintain due to clogging <br /> from the sand. They would like to instead re grade about 300' of the road to create a high point so <br /> that the drainage flow will be moving in the direction that they want it to and also create a small <br /> berm to divert the runoff into another bio-retention. <br /> Catherine Laurent states that there is a dirt pathway than will ,need to be stabilized but it is private <br /> property,and she wilI try to contact Pirate's Cove Association to work with there ars part of this <br /> project.
