BOS/BOH Joint Mtg. <br /> 7/15/81 <br /> Page 2. <br /> There follwed a side 'discussion relative to a washout at -the <br /> Imump. Mr. Lawrence stated that it would be a real 'advantage .if the <br /> Town owned a chipper. ' <br /> Town Counsel stated he 'had been informed there was - some problem <br /> about a private contractor being allowed admission to the dump on days <br /> when it is posted as- closed..- fir. Lawrence stated that the packers are <br /> having a problem with the five day opening arrangement. They are not <br /> allowed to hold trash overnight. Sel. Thomas stated that we all failed <br /> to take 'into consideration the possibility that private contractors <br /> had signed contracts with people `sometime ago, agreeing to f pick up their <br /> trash on Tues-days., She continued that the Town is growing, mayb e just <br /> having the dump open five days is not enough. <br /> { Town Counsel remanded everyone that the bid specifications asked <br /> for a 5 day and a 6 day bid. Chm. Garland stated -that all towns , accord- <br /> ing to the newspapers, are cutting down - on -their dump time, to cut down <br /> on expenses.. He asked, what is the Ipr.oblem with giving the key to private <br /> operators? Mr. Lawrence explained that the problem is with the present <br /> contractor -- thiis. -means he has to bury every day. Mr. Garland stated <br /> it 'i s done that way in Falmouth. Mr.' Buckingham explained that they get <br /> citations for doing it - and we 'can't afford to do that, He said we have <br /> to be lily white to get back those acres. Contractor is complaining <br /> that the -sedgulls are tearing apart what was dumped by the private con- <br /> tractor on thedays that the dump isn't open and they don't bury. He <br /> urther stated that we are in violation of DEQE if we allow this. The <br /> .pard of Health has asked if Mr. Labute would send in a front end loader <br /> to cover his own trash. ' "No way! " The suggestion was made that perhaps <br /> the private contractor could make an arrangement with the dump contr c- <br /> tor to meet there and cover once a day, Mr. Lawrence feels we have to <br /> find a way to allow the 'private contractor in there. <br /> Town Counsel stated that the dump contractor is not really .happy <br /> with- the wady he- had to sign the contract. His attorney may -try to use <br /> this as leverage, <br /> Mr, Buckingham stated there 's no way of satisfying everyone, Yar- <br /> mouth imposes a $- o fee to open the dump for a private contractor-. He <br /> just feels nothing is worth getting the Town in trouble with DEQEO <br /> Town Counsel asked if the Town really needed to be open 6 days to <br /> serve the public. fir. Garland answered, to serve the private contractor. <br /> Town Counsel said, .but they pick up from the public. It is up to the <br /> Town a thorities to provide 's.ervice as economically as possible. <br /> Mr. Buckingham stated that maybe our prrate contractors were not <br /> adequately informed. He is not sure how other Towns are operating, He <br /> will try to find out. sel. Thomas said she had had - a concern about how <br /> the builders were disposing of their unused materialsr and she found out <br /> they are 'mos.tly contracting with Labute. <br /> Mr . Lawrence stated that he doesn't want to come down hard on any <br /> lRusinessman, and Mr. Labute is a big taxpayer in Town. If the private <br /> contractor could make an arrangement with the dump contractor, itwouldn't <br /> have to involve the Town at all. <br />
