GARLAND: "It was the phone call that was generated from here that <br /> j we got the relief from Otis . " <br /> TOWN COUNSEL: "Okay, alright, the order of the Judge, I think we will be <br /> alright with that, there was nothing that the Board- of Health <br /> could do at the time that order was entered to correct the <br /> septage lagoons because Nonnie informed me that it was more <br /> than a days work there . Now keep in mind that this was Tues- <br /> day morning. She told me that they were going to get cracking <br /> up there, and she felt by Monday they could be partially <br /> operational. She had checked with Mr. Hinnigan and that is <br /> was possible that to take some in there while they were <br /> cleaning one they could put some in the other. " <br /> CHM. THOMAS : "I just want to say Joe that if the contractor had been crack- <br /> ing right along, they wouldn' t be in this situation. " <br /> SEL. GARLAND: "There has been days up there, from my own knowledge, there <br /> has been no equipment, no man power, no nothing" . <br /> CUTIVE <br /> RETARY: "There has been weeks and weeks ' <br /> TOWN COUNSEL: "I had no idea. Mrs . Anderson told me that Falmouth was <br /> utilized, but Falmouth closed it off to Mashpee residents , <br /> and Barnstable refused, because of their problems . They <br /> have substantial odor problems over there and they can't <br /> possibly take anybody elses . " <br /> SEL. GARLAND: "The young lady in question called me at noon time, because <br /> she was waiting for somebody to respond to , her. " <br /> TOWN COUNSEL: I suggested to Mr. Duffy, when I talked to Mr. Duffy, he <br /> informed me that he had tried to contact the Board of Se- <br /> lectmen, and I suggested that the Board of Selectmen had <br /> no responsibility for the operation of the septage lagoons . <br /> That it was 100% the matter within the perview of the Board <br /> of Health. To the best of my knowledge this was a true state- <br /> ment, because at that time this Board had offered to take it <br /> over but it is my understanding that that offer has been re- <br /> jected:' . <br /> CHM. THOMAS: "Do you know how upsetting it is , I can be that woman, and <br /> I can have that stuff in my cellar and I can becoming up <br /> against this Town government and I 'm not going anywhere . " <br /> IO <br /> N COUNSEL: "I think that is why the suit was commenced. Her Attorney <br /> felt that there was no reasonable explanation being given <br /> to their client by the appropriate Board. The appropriate <br /> Board was the Board of Health, there is no question in my <br /> mind about taht at all ' <br />
