` r <br /> � t <br /> y <br /> Mashpee Zoning <br /> Board of Appeals Minutes August 13, 2003 <br /> 5 <br /> Joanne and TimDorse Request a Special Permit from Section 174-25-A-8 of the <br /> Zoning By-laws to build an accessory structure on property located in an R-3 zoning <br /> district at 86 Blue Castle Drive Map 104 Parcel 1 Ma hpe , ILIA. <br /> Sitting: Marshall Brenn, Zella Elizenberry and Diehard Gucrr ra. <br /> Mr. and Mrs. Dorsey represent themselves at this hearing. They are seeping a special <br /> permit in order to build an accessory structure an in-lav apartment) on their existing <br /> house. They are going to combine 2 of the existing bedrooms since the Board of Health <br /> has restricted thein to no more than 3 bedrooms in the house. The accessory structure <br /> will be the third bedroom. The Board reminds Mr. Dorsey that the house will remain <br /> owner occupied and that the accessory structure shall not male the house took like a two <br /> family dwelling from the street. Mr. Dorsey informs that Board that he plans to have the <br /> accessory structure over the garage with the addition of a gable end. Richard Gueffera <br /> moves to grant the Special Permit, Marshall Bran seconds the motion. All agree. So <br /> moved. SP-03-108. Conditioned on architectural plans from Theodore Slavin, Architect <br /> from E. Falmouth, MA, dated Jure 7, 2003. <br /> OTHER BUSINESS: <br /> Mr. Felson makes a notion to accept the minutes from July 3 , 2003 with the correction <br /> that Mr. Rowley not be labeled as the "Town Engineer" since he is only a consultant. <br /> zella Elizenberry seconds the motion. All agree. So moved. <br /> The Board discusses in general the Affordable Housing Committee and the progress of it <br /> s well as the memo from Eric Smith. He had previously asked the Board for comments; <br /> as such Mr. Nelson suggested that the change be made to Meetinghouse Road that <br /> reflects the subdivision was changed to 11 lots and not 12 due to the drainage problems. <br /> The Board discussed the draft decision ofthe Special Permit Modification by Attorney <br /> Talerman that was sent. The Board agrees to discuss it further when Mr. Rogan is <br /> present. However, it is basic and seems to have all of the necessary points addressed. <br /> The Board was informed of the Selectmen's decision that all further Public Hearings <br /> beginning on September 1, 2003 are required to be televised arra held up in the <br /> Selectmen's meeting room on the first floor. The Board agreed to do so. <br /> Mr. wheeler discussed the article currently on the warrant for the fall Town Meeting <br /> regarding the change in the zoning district with the Board. He informed them that he will <br /> need to make a change on the floor to increase the square footage he originally requested <br /> to 15,000 square feet to have the impact work properly. Upon looking at a neap the <br /> planning board gave to him with regarding to the lots containing 10,000 he realized that <br /> 15,000 square feet would be more appropriate to helping the public reduce the need to <br /> obtain variances. The Board agreed to have Mr. wheeler attempt this change on the floor <br />
