<br /> of a, letter to Mr. & Mrs. O'Neill from Leonore Ce Anderson dated September 82.,
<br /> 1983, and in that letter it says 'I would advise you to get in touch with Mr.
<br /> Labute a+nd/have your vaste d i posal system taken care of within the next few days.
<br /> There was reference or suggestion rade that the B H suggested a! particular con-
<br /> tractor, Mrs. Anderson, and 1 couldn't help but notice that "n the remarks that
<br /> were made by Mr. O'Neill eill. and. I notice your letter says to get in touch with Mr.
<br /> Labute, why did you put -that in your letter?"
<br /> Mrs. Anderson: "Because Mr O'Neill had told me Mr. Labute was taking care of
<br /> problem.
<br /> C; "Were you aware that on September 22nd, that Mr. Labute had pumped the
<br /> system two days r"three days before that. These pumping records by the wary
<br /> F are maintained by the Board of Health under your supervision is that correct
<br /> Mrs. Anderson: yes
<br /> TC: How long is there a delay usually from the time something is pumped to the
<br /> time it is posted on to your records? is there a delay) first of all.

<br /> TC: what is the delay'
<br /> Mrs. Anderson: one to two weeks especially back then as we did not have full time
<br /> help in office.
<br /> T C: And I notice that you again wrote to Mr. One l l this time on November 22, 1983

<br /> him on -November 8, 1983, I have a. copy of it here ,it states that Mr. Moniz had

<br /> C 'B: " didn't speak to ham directly, the clerk at the time spoke wtth him because
<br /> in his notice to Mrs. Anderson, the notice 'from the O'Neill's to Mgrs. Anderson, they
<br /> had said that Mr. Monizp drained and cleaned the system and I wondered how he had
<br /> cleaned the system, whether he had used an additive in there or, (Which would be con-
<br /> trary to our local. regulations) and -he came back with the statement-that he had not
<br /> put any ddditive in there that ghat he meant by cleaning was that he had turned his
<br /> suction pump around and sprayed water in there, or used a garden hose or something,
<br /> to try and get more sludge of'f the side walls and in that November 22, letter it, I
<br /> just happen to be looking at it as you were referring to, sent by Mrs. Anderson, it
<br /> reads1we receitved your letter of November 8th stating that Mr. Mons.z drained and
<br /> cleaned the system, we have contacted Mr. Moniz and e stated he advised you to up-
<br /> date your system, the B H is also suggesting that you up-date to Title V, as your
<br /> system has been cleaned once for each of the last three monthst ,
