" what is 20 <br /> FB: r' 08 is a program initiated between -10 years ago, which was <br /> Federal program, delegated to the tatesfad as near as I can see it <br /> was one of the big ]iasis ' of existences for CCP, and what that did was <br /> to examine land usage and water conditions and from than certain con- <br /> elusions were reached in their final report and this encompassed some- <br /> what of landfill usage, density usage, it was through that that we began <br /> developing this nitrate loading factor; it cane into a stricter review <br /> of land usages around pods, around estuaries and rivers and .cree] s and <br /> septic systems and the like, the need for waste-wafter treatment plants <br /> and this sort of thing, at the enol of that there was a report filed <br /> which recommended that for Cape Cod particularly that certain planning <br /> should be implemented, certain planning tools used , Boards of Health <br /> were advised that undergroung storage protection should be imposed that <br /> we should look into going beyond Title V in setting up individual sewage <br /> plans . It was the first step at that time in starting into -your 201 r,o- <br /> gram, if you were looking -for a sewage or septic plant under the granting <br /> systems, Falmouth got started, Yarmouth is still working on it, the <br /> regional set-up down in Truro, wellf legit & Orleans- or I guess it .is <br /> wellfleet/Orleans/Brewster; all that started from this 208 planning, the <br /> nitrate loading factors all- care out of that,the re-charge areas for the <br /> different water-supply companies came out of that too, The computer <br /> model than we have set up for anticipated high water came out of that <br /> program, -t was all generated from that; it had no technical capability, <br /> but it did have advisory and philosophical guideline- development. " <br /> Mr. wool: "OK, based on what you just told ane perhaps that letter as <br /> read by Chairman Lawrence from Gabrielle Self.it and whatever else I can <br /> acquire tomorrow and I guess I would like to request a letter from your <br /> Burd to the Planning Board that perhaps the numerical documentation <br /> of the density could be more stringently reviewed ]used on the 208 Begs <br /> and guidelines. " <br /> F : "'the unfortunate part is that we have nothing officially, that ' s <br /> our problem, we have that street map and that ' s all that we have to com- <br /> ment on, they are going for recognition of the area as a developing area <br /> and their road approval for it.
