}' Board of Health Meeting 10 15 4 (l age <br /> Report by Weston & Sampson <br /> A check with the State regarding submitting a design which contract <br /> 4*called for to be done, this check revealed that the state Groundwater <br /> discharge Permit could not be issued until the ground- water under the <br /> lagoon system is reclassified. <br /> State law reads that <br /> (1) The Town rust show complete ownership of all lands around <br /> landfill and or lagoons (taking into consideration Trustees ofReser- <br /> vations and private dwellings abutting , . <br /> ( ) second consideration being that if the abutting wells ever <br /> become contaminated that the 'down will supply 'those home-owners with <br /> . a public water supply, which this Town does not have. <br /> Mention made of information- provided by Tim Hennigan to State, and all <br /> he is doing is saying here it is and getting interim approval. A letter <br /> was read, dated 9/10/84 from the State stating that prior to 1/1/85 the <br /> Board must request a. reclassification if . 'ot this entire area will e <br /> classified Class 1 ,. total drinking water quality, which means the la- <br /> goons are in contradiction to the law. The reclassification would -be a <br /> help in ]siding the time, at State- le el they will not have time to re- <br /> view all these permits thinking of w & S) . Any community having lagoons, <br /> veer large septics or unlined lagoons- has to go through re-classification. <br /> More work must he dome geohydrological whether the Town wants to go with <br /> lagoons or a treatment plant, an approvable system. <br /> Conclusions & Recommendations: <br /> (1) Petition for Class III and continue with design for 6500 gpd <br /> 2 Investigate to locate a site for a new 0500 g d facility petitio- <br /> for an aquifer, further geohydrological study, also means -gaining control o. <br /> -the lands above the aquifer. <br /> Initiate, design and construct a 6500 gpd septage treatment plan{ <br /> that would reduce organic and solid concentrations. <br /> Continue operating existing until existing permit expires and maki <br /> arrangements with other towns for additional volu es .above the limit; the <br /> town would also be required to obtain control of the land above the aquifer <br /> clown gradient of lagoons . <br /> Based on current soil conditiions adjacent to the site state approval would <br /> not be expected without- comprehensive soil testings . <br /> Chairman Lawrence asked what type money Weston & Sampson were talking about <br /> re geohydrologic work. <br /> Answer: About 15, 000 dollars. <br /> The problems with estimating cost is that wells cost money and it is not <br /> known how many will be needed, ground water must be analyzed. <br /> Mr. Wilson questioned the lining of the lagoons. <br /> 8 <br /> W & S offered that by lining the lagoons would not percolate, <br />
