# q <br /> Board of *Appeais February 9 , 1394 3 . <br /> Joan v. Bourget - Requests a Variance from Section 174-32 of <br /> the Zoning By-laws to allow construction of a single family <br /> dwelling on an unpaved road in an -3 zoning district on <br /> property located at 33 Russell Road (Map 120, Block 105 ) <br /> Mashpee, MA. (Darner of record: Marie S, Dias ) . <br /> Members sitting: M. Makuna , E. Govoni, J. Regan <br /> Attorney Cynthia Bourget represented the applicant and <br /> explained that Joan Bourget had purchased the land to build <br /> a single family home on an unpaved road. She explained that <br /> she had checked with the Mashpee Water District and they <br /> noted that there was a hydrant in front of the house. She <br /> said the Fire Department had suggested a sprinkler system <br /> but did not send any comments to the Board. There was <br /> discussion that often Conservation does not wart paving i <br /> the flood zone or near wetlands. <br /> Ms . Bourget stated that homes have been built on adjacent <br /> lots and that the cost of paving to her lot would be <br /> substantial . She said that the road could not be <br /> paved <br /> unless she owned i . Mr , Makunas explained that the by-law <br /> had been passed to force developers to complete paving of <br /> subdivisions . Mr. Govoni said the main concern was access <br /> for fire service and that the hydrant location made this <br /> possible . Mr . Regan noted that the by-law required 150 ' <br /> roadway and this lot was 1600 . Mr. Makunas noted that the <br /> -, exception to the -law was diminimus . <br /> Mr . Regan moved to grant the variance . Mr, Govoni seconded. <br /> All agreed. <br /> Jesse h DiMa - (Advisement ) . There was no quorum for <br /> this hearing <br /> uashnet„ all - The petitioner requested postponement o <br /> discussion. <br /> Minutes -Mr , Makunas moved to accept the minutes of January <br /> , 1994 . <br /> Discussion - There was discussion with S. Ball on <br /> possibility of serving as an Alternate member. <br /> Ir . Makunas moved to a Jo rn at 9 : 00 P ,M, Mr. Regan <br /> seconded. All agreed. <br /> Elinor Walsh <br />
