f Board of Health Meeting, October 28f 1985 , Minutes. Terry: I also asked Carl MacDonald to core here this eve-ing, because Carl is the person who is building the house and I wanted to address a couple, I wanted to make a couple of possible suggestions. The first instance I wanted to point out to the Board, is that Suzanne is here with Mme this evening, has been working on obtaining a Farmers Hone Loan for purposes of building R a house for herself and two children since May of this year, and we finally got through the paper work process and un- der Farmers Hone Administration regulations there ' s a requirement that the construction be completed within six months from the granting of the loan, we ' re already into the first month of the loan grant, so we have five months left to complete this process . The second point I wanted to rake to the Board was that, as I understand it, that Cape & Islands Surrey and submitted to the Board, sometime during the week of October seventh 7th) a completed application with regard to Title V and a site plan, for number 2 'whee ler Road, so that we had presented the infor- mation and presented the plans to the Board prior to the Board taking action, with' regard to' this particular area arid- we're- wondering under those circumstances if the Board would c6nsider the-, timeliness.-of'the. filing- of - the paper work with the Board prior to the Board taking ac- tion; I 've also indicated in my letter that that we 'd like to be able to put in the wells, so that we could test the water and the Board wound of course, have the results of that water test, and if the Board was concerned about liability or whatever, that we would be willing to enter into a.n agreement with the Board, to indemnify the Board, in or- der to get this construction under way because of the requirements of Farmers Hone and the fact that we had processed the paper work, at least presented the paper work to the Board prior to the Board taking any ac- ti CHL: The one thing I want to bring out, do you realize that there .is a possible problem exp there that could be harmful? Terry: Well. . CHL: I mean does your client realize that right now we don 't have all the facts and figures in but there could be, like everything else, there could be some possible big problem up there Terry: Well, I think, and Suzanne can speak on her own behalf, we have been watching that pretty carefully, we 've looked at- the results, there has been coverage in the Falmouth Enterprise, we 're looked at the maps that show the plume area in relation to where we are, -diagonally across the other side of the pond, and we 've read the studies, the information that has been reported that indicates that the plume is moving in, as I understand it, in a southerly direction, up currier-/sandwich Roads to- -wards the Nantucket Sound are4 but we certainly appreciate the concern of the Board has here, we 're not suggesting that whatever action the Board has taken is inappropriate, but we 're reasonably satisfied at this point that 27 wheeler Road is a significant distance Brom at least where the plume has been located at this point in- time which directly n the opposite side of Ashumet Pond. HL: Theme is possibly another plume coming now, too! Terry: And the Board is aware, I 'm sure, that there is a condiderable amount of contruction, activity at the moment within this location, four or five houses I 'd say being built within a bloc] . CHL: And according to when we received their letter, it was on the 16th f October RFT: That' s when the plan was submitted. L_
