1 <br /> TOWN OF MASHPEE <br /> BOARD of HEALTH <br /> MEETING <br /> December 1 , 1985 <br /> Berbers present: Roland L . Wilson, Charles H. Lawrence, Charles F. <br /> I Buckingham. <br /> 1 . Meeting called to order at P.m.. <br /> 2 . Mr. Buckingham: "THIS TAPE Is NOT TO BE CONSIDERED A PART OF <br /> THE OFFICIAL RECORD - F THIS MEE T-INC. " <br /> Warrants signed. <br /> . The subcommittee of the B/H, Ashumet Valley Water supply, had <br /> submitted a letter to the Board for their signatures, this letter <br /> was' addressed to the Chairman, Falmouth Board of Commissioners, a <br /> formal request of Falmouth to provide grater to Mashpee for Horse- <br /> shoe Head Warr and Tri-Town Circle . IT WAS THE FEELING of MEMBER <br /> LAWRENCE THAT HE WANTED NATER BROUGHT IN To ALL AFFECTED AREAS T <br /> INCLUDE BRIARWOOD, HE WAS ADVISED THIS WAS NOT PART of THE AGREE- <br /> MENT 'KITH THE TOWN of FALMOUTH; MR. LAWRENCE FELT THAT IF THE B/H <br /> DID NOT REQUEST WATER To BE BROUGHT IN BEYOND THAT, ITWOULD OPEN <br /> ITSELF To A ' SUIT ' , MR. BUCKINGHAM EXPLAINED THAT AT THIS TIME WE <br /> CANNOT AND AT THIS TIME WE ARE WORKING ON SUPPLY To THE OTHER AREA, <br /> AND, WITH REGARDS To THIS WE HAD SENT A LETTER To FIELDS POINT AND <br /> THE REPLY HE READ INTO THE RECORD (SEE ATTACHED) , MR. LAWRENCE RE- <br /> FUSED To SIGN THIS LETTER UNTIL THIS BOARD SITS WITH THE SELECTMEN <br /> AND REVIEWS THE MATTER. HE WAS ADVISED BY THE CLERK/RECORDER THAT <br /> THERE WOULD 8E A MEETING of EMERGENCY NATURE THE FOLLOWING EVENING <br /> AT 7:,00, P.M. CALLED BY THE SELECTMEN To ACT ON THE PROBLEM. MEMBER <br /> BUCKINGHAM STATED: "THE REASONING FOR THIS, As I CAN SEE IT, RE- <br /> QUESTING IT PRIMARILY FOR THE CIRCLE UP THERE , Is THAT THIS IS THE <br /> AREA THAT 'S IMMEDIATELY CONCERNED WITH THE 'PLUME ' AND THAT FALMOUTH <br /> HAS GOTTEN THE MONEY FROM THE GOVERNMENT To PAY FOR THE WELL SEARCH <br /> AND THE STUDY AND FOR THIS SORT OF THING AND RATHER THAN WAIT UN- <br /> TIL THIS Is ALL FIRMED UP AND THEN SAY, 'HEY, YOU SHOULD HAVE CON- <br /> SIDERED THIS AREA' THE IDEA Is To COME INTO IT NOW AND HAVE THEM <br /> STUDY THE - ENGINEERING COSTS, ENGINEERING AND SUPPLY COSTS FOR THAT <br /> IMMEDIATE AREA. THIS OTHER AREA PRESENTS ANOTHER PROBLEM AND AS I <br /> UNDERSTAND FROM THE DIFFERENT MEETINGS t WHAT THE VIEW IS FROM THE <br /> FALMOUTH NATER COMPANY THAT, THAN. WOULD HAVE To UNDERTAKE A COM- <br /> PLETELY SEPARATE UNDERSTANDING BETWEEN THE TOWNS" . CHL felt that <br /> right now everything is up in the air, -and, why would we stop it <br /> when we have another hundred homes over there in Briar rood area <br /> that we could run right up the street from. At this point CFB ex- <br /> plained once again that it -was not our water, and that if we start <br /> with this (Horseshoe/Tri-Town) we have the possibility of looping <br /> around. CHL still felt that Briarwood aright feel that were acting <br /> with prejudice against them,. or getting into a mess. CFB stated <br /> that he didn' t think it eras prejudicing or getting into a mess, it <br /> was taking into account what we had immediately and going ahead with <br /> that, and SEA would be looking into the second affected area. <br /> 4 (a) . In line with the above CFB advised the Board that on the <br /> previous Friday (12/13/85) he had gone to CCP&EDC and spoken to <br /> Gabrielle (Hydrologist) and shown her the report submitted to this <br /> office by 1eCola of EPA regarding the test performed in the area <br /> of- the second ' suspect ' plume . <br />
