AUGUST 19 , 19$6
i Members present : C . Lawrence , R . Wilson , C . Buckingham
Meeting called to order 4 ; 15 p .m .
CFB : THE PURPOSE of THE TAPE Is FOR THE CLERK IN PUTTING TOGETHER
THE NOTES of THE MEETING , IT ' S NOT AN OFFICIAL PART of THE MEETING .
CFB : WE HAVE MR. MURPHY To DISCUSS THE TRANSFER STATION AND USE
OF TOWN VEHICLES .
Joseph F . Murphy : Thank you . Back in June the Board of Health had
indicated to rye in reference to the subject of regional transfer
stations , of Course we had been told by the Board of Health in
Sandwich that they really weren ' t interested in pursuing the con-
cept of a mutual transfr station . And , this BoarSd of Health had
asked that I communicate with , or , asked if it were practical to
communicate with the Sandwich Board of Selectmen , that was done ,
if you wi l 1 , in an informal fash ion , through Bruce Stanford , Bruce
is the selectman from sandwich , who is , or represents that town on
the solid Waste Task Force appointed by the County Commission .
Bruce and l met we subsequently joined with Falmouth in discus-,-
cion with Virginian and we have been m'eeting primarily at Otis .
Since we have this other , if ,you will , upper Cape community out
there Called Otis , the National Guard Base . We have meeting , we
have another session . . . . interruption , NSR . LAWRENCE HAS ARRIVED .
We have another session scheduled for this Friday.,,,.,,-es sent i a 1 l y the
concept that ' s being explored is the idea, of constructing a trans-
fer station at the Otis Air National Guard Base Close to the Fal -
mouth gate near the rail spur and moving trash from m there to
Rochester .;. Realistically , using that concept the Towns would con-
tinue or would operate a transfer station but , at least from the
pro- pe Live of sandwich and Mai hpee it could be a lot smaller .
In other words our packers may go to this regional transfer sta-
tion
t -
tion we Could obviously construct a much smaller fac i.l i'ty here.; . 4
to,,,c pact,Jt and:,.send it to rail transport , Now , to a Certain de -
gree
e -
gree that ' s a theory , something that ' s being pursued , We do have
a proposal from Dave Thorman that has an awful lot of holes , they
have promised to have by Friday , a little bit of sophistication in
their numbers , but , I have for the Board for each of the members )
and for the office a Copy of this proposal for this regional rail
transfer station . I don ' t know if the thing is going to work but
I think we ' d be awful fools not to pursue the idea . One of the
questions we asked , "Ways there anywhere in the United states where
they were transporting trash by rail " , the answer was ' NO ' . You
know to visit a site to see if it is clean , this type of thing , No
none is doing this , one i s ; proposed and it ' s going to get under-
way bringing trash from Braintree to Rochester , BEM s has already
taken over the Braintree transfer station and that ' s going to be
conver5red to a facility to take the trash by train , or by rail to
Rochester , that would be the first if ,you will , this is proposed
being part of that network . . There are an awful lot of holes , as
I say , in the numbers ,, and Bay Colony,, has promised to fill some of
those - numbers , they promised to have some information priors to our
meeting on Monday , excuse rye on Friday of this week . The status of
these meetings at the Base is dept pretty evjol at ' low. key ' , between
SE ASS , Falmouth Selectmen , Mashpee and Sandwich , but it was de-
liberately kept at low key with the idea that we ' ll see what happens
this Fri dayaf ter the next r eet i an ; at that point feel we ' 1noth ire
to make a little more public dis osure whatre oing ,
