TOWN OF MASHPEE , BOARD OF HEALTH MEETING , AUGUST 19 , 1986
we want the full media at these meetings , there ' s certainly a
benefitin not having them there at times , but , in fairness to
the public to let them know what ' s going on . At the same time
::as 4.:: ", :.: we ' re pursuing this thing at the Base , it ' s sort of a
tangential type of thing off the Solid Waste Task Force , which
I ' m a member of from the Town . The Task Force has requested
from the county , and has received an authorization from the
County Finance Board for up to thirty thousand dollars to hire
a consultant , to prepare , essentially schematic specifications ,.
or specification schema s i c p1ans for three separate stations
that could be applied , one or more of these could be applied
to the various towns and what we ' d be looking for ,, a mini sta-
tion , som thing dealing with compaction , and then a an open top
compaction station . The idea is that , there may be savings i
equipment to design and savings through compat i b i l i t of rolling
stock , if on the Cape e did not have fifteen d if Brent en-
gineers
n-
giveers and fifteen differ•ent transfer stations using fifn
types of equipment ,, maybe this method would narrow it dowry so
that we use only ten different styles , I don ' t know , but the theo-
ry behind this and the county Commissioners were supportive ,
and the Finance Board was supportive so that we can narrow the
numbers down so that the Mashpee prosective , what this consul ,
tant would do for us is to provide us with three systems that
e could adopt . If the Otis thing came along we ' d probably
look for some sort of a mini station , if you Will , or , we ' d
look at a compaction , probably have a compaction , I suppose, ,
with a small ocmpacti on unit compared to say , an opera top , h i.eh
may be a little mo r inexpensive i.n certain ar^eas , but in any
event the end product of this study would be that someone would
come in and look at our site , come up with some recommendations
that are site p i f i s and also some specifications f .r a fa-
cility
a-
cility that could be (for three different facilities ) that could
be put in various locations on the cape . There is a draft of a
request for a proposal that , which would be seeking engineers re-
sponses ( I ' ve -got five f these and t.h i s is going to be discus-
sed
i cus-
sd by the- Solid Waste Task Force on this Thursday . I think it
a preliminary type of thing obviously is what happens is once we
get these preliminary things and' at that stage we would have to
amke a choice and then some sites for specific types of things .
It gives us a start , quite frankly it gives us a start ,with ut
spending a heck of a lot of our own money , so that when we ac-
tually do spend money a lot of its ' been done .
FB : We would have to be spending money on site approval and su
pervision of its ' construction . Is SEMASS involved in , in , in , is
the Base involved with SEMASS
Murphy : SEMASS has made a proposal to the Base , the Base more
specifically , the Mass . National Guard and National Guard Bureau
at the Pentagon are reviewing the SEMASS proposal ; we personally
have not seers that SEMASS proposal , we ' re supposed to get an
answer back from the National Guard Bureau and the Mass . National
Guard on Friday on where they stand , at least our understanding is
they ' re going to respond , Yes let ' s take it one step forward ,, r ,
e don ' t want this thing on the Base , ' re mov ing in that direc-
tion .
