<br /> was any plans for the discontinuance of the disposal area at the
<br /> Base , and I wondered where , I didn ' t think , in talking about SE-
<br /> MASS that anything had mentioned outside the fiftnn towns of the

<br /> Murphy : " I think the Base recognizes in light of what 's ha�pp -n
<br /> in the past year that they ' ve got to deal with solid waste beyond
<br /> landfills too':
<br /> FB : "The other thing that care to my mind with a visualization
<br /> that there could be a transfer station to the railroad , ah , it
<br /> didn ' t seers to me that in the beginning we had a problem with whe-
<br /> ther or not , the packers would deliver to a local transfer station
<br /> or , any other place . And , thea i began to think , suppose where we
<br /> t1I , if we tell Labut , or Five Star , or BI ( should be BFI ) - that
<br /> they can ' t deliver to the transfer station , do -you think there ' s
<br /> any legal cut-back on their part as to where? "
<br /> Murphy : "There aro a number of legal issues involved , for example ,
<br /> ' who owns the trash , and that ' s an issue throughout the mon-
<br /> wealth ,

<br /> ligated

<br /> 1igated to provide the trash ,, if we don ' t provide the trash , we
<br /> provide the money ,, essentially . There ' s an escape mechanism , by
<br /> which , if we fail to provide the trash in our contract , if the
<br /> rest of Barnstable County is picking up that , then we ' re set , that ' s
<br /> not the case in the towns off the Cape . If the town of Plymouth ,
<br /> fails to provide the trash , then there going to have to came u
<br /> with cash , Carver is not going to be able to pick up the slack ;
<br /> one of the things when we negotiated was , between the Cape was
<br /> that e can balance each other off . But the legal issues if we
<br /> say to Five Star , you can ' t get into this transfer station here ,
<br /> you have to go elsewhere , they can deliver it elsewhere unless
<br /> they have to pay a tipping fee someplace else , "
<br /> FB : "This what I ' m wondering , that started me wondering , they ' ll
<br /> be ah , if they d 1 v i er here , fine , they ' re paying a fee- � the Town
<br /> they would be paying , I wondered whether the Town-.would be billed
<br /> for everything that comes from the town and then the packers would
<br /> be billed individually . '
<br /> Murphy : "There are , a whole variety of mechanisms that can be used ,
<br /> for example ,, Portsmouth , New Hampshire , the facility at Pease AFB ,
<br /> they actually billed the community from which this trash arrived .
<br /> As each truck -arrives , there ' s a . big number on the vehicle , to show
<br /> that when they go through the gate , the security , when they get to
<br /> the scale , as a matter of fact when they got to the scale , the truck
<br /> is facing the administrative offices , so they can see this number
<br /> and they gust plug this number into a computer that has a print-
<br /> out for the scale , the weight , the scale weight and the truck num-
<br /> ber , they match that , what they de is spot match these nursers with
<br /> the license tag , and various identification on the truck , they don' t
<br /> do that all the time , but there are a variety of things , I g uess
<br /> technically four , three towns on the Base could set up a solid waste
<br /> .district , that could happen too , there are a variety of administra-
<br /> tive
<br /> dr inistrative things that could be done .
