i
.■ r v
TOM OF f&PEE, BOARD OF HEALTH, MEETING, APRIL 22, 1987 Page three
talk about-, it, coming in and doing a study, night be a little superfluous, I think it needs a
good well man.
WH: While they're fooling around with that we've got.no water system in there.
FB: This is it. What I don't wart to do is to get in a position where we go ahead and do that
and then they turn .around and say you shouldn't have done that, and come in with something else,
because that is not unforseeable circumstances, with these agencies either.
H: We're tal ing four buildings up them that have serious problems?
FB: We're talking B, 163 215 14 and the one over on Ashers Path. 8, 16 and 21 they're s ay i ng
should not be used for harm nor animal consmPtion, well I can see if it's at all possible, if
we only take cage of Bldg 14 becuase that's the one they're saying should not be used for an
consumption, whatsoever, or spread on the ground,.you're going to get in a jam with the other B
buildings .
VAI: What have they got in that building right now, a two inch well supplying the whole thing?
CFB: They are, 1 ecau e they are only filling a 100 gallon -tank; from what. I've learned tai l k i ng
to the caretaker up theme, the management man.
WH: I mean theme's a real fast simple a get these peop 1 e + water.
There was further discussion as to where monies would carne from and how much it would cost t
install the well. The figure of a couple of thousand bucks was decided upon. 1H felt that with
a " submersible it would supply'all the water they would ever need.
FB questioned whether, or not, the process could be sped up to avoid any delays by agenvy peo-
ple.
Paula ch apagnd expressed feelings on the matter. Her recorfinendat i ons would be, and fee 1 i rig a-
long the lines of others,, she thought thea must be able to get some other g el l s out thea tem-
porarily, condemning the property would be the last thing the BOH would want to do, because un-
der General Laves Boards of Health are responsible for providing relocation. ass i stance, which
means that you might wind up with a house full of people. Generally that's the last avenue that
,you warrt to take to come out and condemin something unless it's not somebody's primary residence.
Within the housing code thea is. a section dealing with the acceptability .a water supply and
an avenue the Board might want totake is to corrdemn the water supply in'
order to find a new one.
She expressed the opinion that, the Board might want to meet with the people aril io them of
the action they plan to take and also said that the Board might be remiss not taking some official
action now that the Board is in possession of the letter nad that they should not b using the
water for any purpose; it is the responsibility of the BOH to -take sora action on that. The code
requires that the owner shall provide for every occupant of every dwelling a supply of water suf-
ficient in quantity and pressure to meet the ordinary needs and it does have t be from a source
th
at e BOH eterrniries s not endanger e a o nor potent1 a user, Bounder isection,
of the Fbusing Code, does provide ,you with the met aun x syn to just condemn the water supply and
order t hest to take correct i ve measures i n.dr i l 1 i ng a new we l 1 or connecting into one of the
others.
BJT: What is meant b „THEM" DEE
WH: No, the owner of the pry , .
Paula felt that the responsibility was somethiM that would have to be ironed out later with the
Town of whatever.
GFB: The B1 i s sued we 1 I permits and the analysis results showed that the water was ok, sometime
down the 1 i ne the water became contam i nated, while we may strongly feel that it is coming f rorn
the Landfill or the septage area., and what responsibility will cone out of that is still to be
meso l ved, I don't think any of us here think other than we are going to supply a water source up
theme, the Grnissioners are working on that and when the new ccrrmissioners are elected they will
still be working on that, We do have a responsibility but- I also thought there was a responsibility
of the 1 and lord to take some steps to he 1 p h i m e 1 f* We've been to 1 k i ng money, i f we do have a
meeting with them and if it does carte up that we can split costs for now and when the total bill
canes in worry about who has the full respons i b i 1 ity for it. At least get some assistance from
