TOM of r&PEE, BOARD OF HEALTH, MEETING,, APRIL 2, 1987 Page two
that sureone is-going to have to take the responsibility to be sure that the filter is
properly operating.
BJT: Well, that's something that they're going to have to look into, this is like a game plan. The
first thing they are going to look into is to be sure the Town gets the Letter of Responsibility, it-
is
t-
is the same type of thing t hat EPA was going to initiate.
AFB* Well, this is the other thing I'd like to-bring out, this letter that we received in March, is
an answer to a request that we had made . a Town and through the County, must be seven or eight
rnths ago when we realized what was happening up thea, requesting an evaluation as to what the wa-
ter could be used for, and, it's taken this length of time to get a response from EPA to find what
it could be used for.
BJT: You know as long as they were pr v i d i ng bottled water,. and that was a to Tporary so l ut.i on, and
,you didn't have the crisis situation where noone could bathe (interrupt)..
FB: Put, but, they knew the readings in Building 1 , t his one of the reasons I knew it had been
fluctuating, it has not been fluctuating from a very law level to a very high level, it's been fluc-
tuating
luc-
tuating ori th i n the high l eve l and they knew this from the second or th i r examination on.
BJT: i think what rea l ly poted this letter, was. that cotu i t did a pr i gate we l 1 sample and the
reading was high.
FB: There were EPA smpl es, there were County arra 1 e s...
B T: And they have all that d ata; they to l ked about that, they have all the information f roma sources
CFB; And they finally put it all together.
BJT: DEE has put it all together, but, EPA has gust cam up with heir letter.
CFB: Wel l it seems to rye early on, one of the points of discussion'. early on, when EPA was running
the 'ball gave' was the solution they're now talking of to use the good wells up there to supply wa-
ter to the other buildings and in conversation and investigation they found that the only thing that
stood in the way k was that there was no reservoir; that each of those buildings was on 100 gallon
tank wh i ch was deemed adequate to supp l -the bu i 1 d i ng w i th water nad i f ,you hook another bu i Id i ng
up with that ,you didn't have the reservoir supply, So it would seem to rye that they've got to cora
around to finding another couple hundred gallon tank scrrwhere and putting -thrn in the-ground. Inso-
far as l ay i ng p i pe s underground, we,need what W i 11, about h ree feet to get be low the average frame?
eh on a quick basis, we're talking buildings with good water, erre talking about buildings
with bad-water, so obv'i ours l there's areas on that site that house good water and before I would be
i nc l i ned tea burden ars existing wee l l and take from the ps s i b i l i ty of taking water from pp l e who
have water now that's satisfactory; I don't know why we don't pursue possibly punching a couple of
two inch wel is in areas we know and even if it means from. now unci 1 October the I ine could be on
the surface to get in- d i ate water there, you coukd do i t i n two days.
BJT: We 11, I'll back up for; Will and Peter t s sake, what they're going to do officially so they can
use 'Super Fund' money to issue the Town a letter of rsponsibi 1 ity and that triggers Super Fund so
that they can put their technicians in the ,fob, to set up the plan, of shutting down the bad wells
and looking into which one that they would use to supply...
WH: Y h, but don't ,you see that-frustrates me, because what they're going to is tax the water Sys-
tem of people that AROV'T PRESUffLY JEOPARDI ZED. And, I say leave well enough a l one, on that, get
into an area, I roan they've got all sorts of land up there and obviously the whole thing isn't
plagued with pollution and drop another well in there, fifty feet from the we 1 l rou t d be tapping
frc m and and creating twice the draw off, I think that would be more beneficial. I think the pro-
blEm you've got is dealing with all these agencies other than the BOH here, as to how they're going
to feel about this whole thing. We've got to study_this who thing this and that but I think for
a fast release thing and I mean faster than anything else, especially when it comes to bathing, ah
you can get curt of-that plume area, it's obvious thre are units out of that ply area right naw.
CFB= I th 1 nk you're thinking the way I'm thinking, it's taken a couple of months just for this let
ter to arrive and now we're talking about a scientific teary or a field team whatever they want to
