TOWN OF HPEE, BOARD of HEALTH, MEETING, APRIL 27,, 1987 Page 2
11. CFB adv i sed the Cha i r that on Thursday 4/30 Weston & Sampson were go i ng to meet w i th-another
group of developers with regards to a combination of 'package plants' so that we could get away
with dna v i ng one rather than four. W&S f e 1 t very opt i tic about i t, ho Wever, CFB thought of one
thing today and he was going to ask Mike about it, i.e. our demands on all of these package plants
that before they begin operation or before they begin the working Mage is that they show contracts
signed for the sludge handling, CFB wanted it to be known that if the Town takes over the r ai nten-
ance that the Town w i 1 l have to f i nd sor r ebody to put that contract to bed. , The Chair said that he
would be out of here but that 'you guys will deal with it' but that he would suggest waiting one
,year after a p 1 ant is put into operat ion by the developer under the developers' , ,you know the de-
veloper owns and maintains for that first year. CFB said he thought DEE required that period of
operation. The Chain suggested that a contract be drawn up beeen the developers and Town Counsel;
long before the takeover. The Chair stated t hat he wanted the water brought back at 4 to 1 into
the ground and not at the 'boundary', boundary of what and how long does it stay at the bouWarr
CFB said that working with BEQE and what are they saying the boundary is, haw they are determining
what it is.. The Chair said that he rrrered correctly what he leamed at the school is that
if ,you put in the right f i ltering system you don't have to wormy about the boundary, they want that
extra twenty f i ve or f i fty feet frim the boundary to the leach i ng pit, or areas. He went on to say
that they are sending it out one time and letting their.leacing fields do it. The Chair also said
to watch the by-passes, if it doesn't have the back feed not to even look at it; at the times of
low use it is necessary.
12. Larry Nickulaus Curr r t owner of Pimlico Heights having purchased the parcel from Stuart
Bornstein and Ambrose Devaney two ,years ago ft; they had p rob l ergs with the Board of Appeals.
Since purchasing the panel f i cku l aus- has rade an agreement with Appeals to inprove Pimlico Pond
Road. The owner is to appear before.Apra l s with a c 1 uster subdivision of 36/37 lots of single
family houses; part af the t ract lies within the Town of Sandwich and they wanted a central well.
The shpee tract has distances well/septic of at least 1501. He questioned how the Board felt a-
bout a central well. According to DEQE he can go with one well head site and that would be Sand-
rich. CFB suggested that he speak with the water caTmissioners
CFB motioned for adjournment at 5:45 p.m., second Mr. Lawrence.
,
RespecLly submitted,
Robert F.
