TOWN OF NEE <br /> BOARD OF HEALTH <br /> ET I NG <br /> MAY 115 1987 <br /> Meeting called to order 4;05 p.m. <br /> Members present: Charles F. Buckingham, Roland L. Wilson, George R. Costa <br /> THE PURPOSE OF THE TAPE IS FOR THE USE OF THE CLERK IN TRANSCRIBING THE MINUTES OF THE MEETING, IT <br /> IS NOT TO BE CONSIDERED A PART OF THE MEETING. <br /> The meting was called to order by Mr. Buckingham early o that, for the recor i, reorganization <br /> could be held. <br /> Mr. Buckingham welcomed Mr. Costa to the Board and, requested that nominations for Chairman of <br /> the Board and Clerk of the Board. CFB explained that the Clerk of the Board is not intended to <br /> mean that the Clerk of the Board is the recording secretary. The purpose of the C I erk of the <br /> Board is to revue the correspondence that goes out from this Board as pasted by the Secretary. <br /> Motion by W. Costa to make W. Buckingham the Chairman, seconded by W. Wilson. "IR ACCEPTED <br /> BY MR. BUCKINGHAM. <br /> W. Buckingham then requested nam i r at i on s for Clerk; W, Costa offered the nam of Mr. Wilson, <br /> who, declined the nomination and stated that he wished to remin as Co-Chaiman. Mr. Buckingham <br /> then said that wound leave W. Costa as Clerk. UNANIMOUS VOTE FOR MR. COSTA AS CLERK. <br /> W. Buckingham questioned whether, or not, the meeting t i m on MDndays, we u l d be convenient for <br /> M '. Costa. HE AGREED TO THE CURRENT DAY AND TIME. <br /> I, Warrants signed. <br /> 2. dation W. Costa to accept minutes of May 4th meeting, second, Mr.. Edilsoon. MOTION CARRIED. <br /> 3. Mr. Buckingham made note of the fact that a person who would be present at the SuTmrwccd <br /> hearing and CFB will request that this person i dent i f h imse 1 f and his reason for being present, <br /> whether he is acting as an individual or as a representative of prod Trust. <br /> 4. CPB adv i sed the rr rrbers that he just spoken to Weston & Sampson and that 'we' are scheduled <br /> for a n eting with DEE and Town Counsel, Weston & Sampson re: Letter of Conditions, Ton Land- <br /> fill, there are a couple of stateents in the letter that 'we're' not happy with and it is felt <br /> the best way to c I ar i fy the situation is to go to DEE directly and amt. One of the conditions <br /> that DEE was imposing was at least the inplication eras) that the Landfill could be closed im- <br /> mediately <br /> m- <br /> mediately upon signature of the Board which 'v ' certainly cannot afford to do. <br /> S. Copy of DEE "Notice of Responsibility' the basis of the Thursday afternoon mreeting. CFB EX- <br /> PLAINED THAT HE WAS NOT QUITE SURE HOW IT WOULD BE RESPONDED TO. '-WE' HAD TAKEN STEPS PRIOR TO <br /> THIS TIME AND 'WE' WILL BE TAKING OR RECCMvEMING A STEP TONIC. WHEN THE SITUATION FIRST CAME <br /> TO VIEW, THE BOARD OF HEALTH, WHICH BROUGHT IT INTO VIEW AND CDT THE OPERATION OF THE COUNTY <br /> HEALTH DEPARTMENT IN STARTINGWITH VOLATILE WATER TESTING UP IN THE AREA: ONCE 'WE' STARTED ON <br /> THAT, DEE AND EPA BECAME INVOLVED WITH IT, THE SOLUTION FOR IT AT THAT TIME WAS INDICATED AS SUP- <br /> PLYING WATER TO THE PLACE WHICH THE BOH COULDN'T DO BECAUSE 'WE' CAN'T SIGN CONTRACTS FOR ANY- <br /> THING LINE THAT, SO WE INFOR MED THE SELECTMEN WHO DERE THEN ACTING AS WATER CO ISSIONER,S TO PRO- <br /> CEED'WITH THE MATTER. -IT SEES THAT EVERYTHING WAS GOING ALRIGHT UNTIL A LETTER A WEEK BEFORE THIS <br /> WHICH INDICATED THAT EPA, DEE WERE DIS-SATISFIED WITH THE SPEED WITH.,WHICH THE PROGM WAS BEING <br /> PROPOSED AND AT THAT TIME, ABOUT SIX OR EIGHT MONTHS AFTER WE HAD REQUESTED THAT EPA INFOFH US AS <br /> TO WHAT POSSIBLE USE COULD BE MADE OF THE CONTAMINATED WATER, UP AT aMERWOOD, WE FINALLY GDT AN <br /> ANSWER WHICH INDICATED THAT WE SHOULD TAKE STEPS TO CLOSE DOWN THE WELL AT BUILDING x#14 FOR USE, <br /> WHICH WE DID, AND WE ARE MEETING WITH THE PEOPLE TONIGHT IN ORDER TO TELL THF WHAT ALTERNATIVES <br /> WE HAVE BEEN ABLE TO OCME Up WITH. WE MET A WEED AGO WITH TM COUNSEL AND WESTON&SAMPSON AND <br /> TOM ODNE$ WHO, SINCE HAS BEEN ELECTED TO THE WATER CUvMISSIONERS AND RAN 11MUGH THE DIFFERE!VT AL- <br /> TERNATIVES WHICH WERE 1 CONNECT TO ANOTHER WELL.'�IN ONE OF THE BUILDING AREAS UP THERE, 2 <br /> DRIVE A NEW WELL, WHICH IS A DIRECT RECOMMENDATION OF MR. I-MANSON IOUR IOUSELECTMAN OR, 3 EPA HAD <br /> SUGGESTED THE USE OF A FILTER, WHICH IS SUMEWRT CONTRARY TO WHAT THEY HAD BEEN SAYING SINCE THE <br /> BEGINNING OF THE THING BUT NOW THEY SEEM TO HAVE TURNED THEIR MINDS AROUND. MR. JONES HAS INVESTI- <br /> GATED THE POSSIBILITY OF FILTER USES AND SEES TO HAVE COME UP WITH A PRETTY GOOD HISTORY OF A <br /> FILTERING THAT WOULD WORD IN THE AREA, IT WOULD BE THE CHEAPEST WAY OUT. WESTON & S*IPSON IS NOT <br />
