THE CHAIR ADVISED FUDALA THAT THE BOARD WOULD <br /> LIKE TO HAVE CLEAR IN BOTH SETS OF MINDS JUST THAT THE BOARD IS LOOKING FOR. <br /> FUDALA STATED THAT HE- DIDN'T KNOW THAT THE BOARD HAD REGULATIONS,, HE THOUGHT <br /> IT WAS STRICTLY A DEQE DEAL, SO THAT HE WAS HERE TO BE EDUCATED, THE CHAIR <br /> ADVISED THAT IT ALL REVERTS BACK TO THE ACRE ZONING, THE BASIS FOR ACRE ZONING <br /> WAS ACCORDING TO THE FIGURES OF CCP&EDC HAD DEVELOPED, A SEPTIC SYSTEM FOR A <br /> THREE BEDROOM HOUSE ON AN ACRE WOULD NOT GENERATE AN INCREASE IN THE NITRATE <br /> LOAD GOING BACK INTO THE GROUNDWATER, THEM IT WAS EXTENDED TO HOW MUCH FERTIL- <br /> IZER COULD BE USED ON 100SQUARE FEET OF LAWN IN ORDER TO KEEP THE NIITRATE <br /> LEVEL LOW AND WITH. THE INTRODUCTION OF THE PACKAGE PLANTS WE CAME IN WITH THE <br /> FACT THAT WE WORLD NOT ALLOW SEPTIC SYSTEMS TO BE USED IN FLOWS OF MORE THAN <br /> 15,000 Opd AND THAT A TREATMENT PLANT SHOULD BE USED AND CAPABLE OF POTABLE <br /> MATER DISCHARGE OF CLASS ONE. THE FORMULA As USED BY CCP&EDC FROM KEEPING THE <br /> NITRATE LOADING FROM REACHING MORE THAN 1/2 OF -WHAT THE CLEAN WATER REQUIREMENTS <br /> ARE, WHICH COMES DOWN TO EITHER TEN PARTS PER BILLION OR FIVE PARTS PER MILLION. <br /> HE ALSO WENT ON TO SAY THAT IN ALL THE PLANTS THAT 'WE' VE' DONE, 'WE' HAVE IN- <br /> FORMED THE ENGINEERS WHEN THEM COME IN WITH A PRELIMINARY AND WHEN THEM START <br /> WORKING WITH DEQ E DIRECTLY THAT OUR REGULATIONS SHOULD BE REVIEWED. <br /> MR. COSTA REITERATED WHAT HE HAD BROUGHT UP AT LAST WEEKS' MEETING THEREIN A <br /> PLAIT HAS- FIGURED ITS' DAILY FLOW TO THE POINT OF NO RETURN, THE FLOW HAD BEEN <br /> FIGURED WITHOUT A MARGIN FOR ERROR: GRC FELT IT WAS TO OUR ADVANTAGE (WHEREAS <br /> THE TOiW MAY TAKE OVER THE OPERATIONS OF THESE PLANTS) TO HAVE FLOWS FIGURED <br /> T A GREATER AMOIIT TO ACCOUNT FOR ANY ERRORS OCCUR. <br /> THE AGENT EXPLAINED TO NIR. COSTA THAT NORMALLY THE PLAN IS PRESENTED TO THIS <br /> BOARD, BUT, THAT TINS'BOARD HAD NOT SEEN PLANS FOR QUITE SOME TIME. <br /> FUDALA QUESTIONED WHETHER, OR NOT, IT WAS WRITTEN INTO THE STATES RULING THAT <br /> AN APPLICANT 'HAD TO FILE WITH THE TOWN FIRST. <br /> THE AGENT ADVISED HIM THAT ANYONE WANTING TO DO ANYTHING IN THE TOWN WILL CALL <br /> THIS OFFICE FIRST FOR ADVICE BUT, THAT IN THE CASE OF TREATMENT PLANTS THE <br /> ARE BEING ADVISED BY FUDALA WHAT PROCEDURE TO FOLLOW. <br />' THE AGENT REFERRED TO THE FIELDS POINT TREATMENT PLANT AND THE FACT THAT THEY <br /> ONLY MET THE NATE STANDARDS AND- RIOT THE TOWN, WH'EN THEY FIRST PRESENTED THE <br /> PROJECT THEY WERE ADVISED BY THIS BOARD OF THE REGS THEY WOULD HAVE TO FOLLOW, <br /> WHEN QUESTIONED WHY THEY WERE NOT MET (TOWN REGS) THE STATEMENT WAS MADE THAT <br /> DOUG STORRS AND TOM FUDALA WORKED TOGETHER ON THE PROJECT. FUDALA ANSWERED <br /> THAT THIS PLANT DID NOT GO THROUGH, ANY BOARD INCLUDING THE PLANNING BOARD OT- <br /> HER THAN THE BUILDING. INSPECTOR, ALSO THAT IT FIELDS, POINT PLANT DID NOT GET <br /> A SPECIAL PERMIT FROM THE PLANNING BOARD {AOR THE BOARD OF APPEALS. <br />
