Letter to Board from Carl Hudson -re: Permit to deliver pre-sold bread (baked by Heartland)
on an early morning delivery to homes in %shpee, Elias explained that he had called back in
January to request permitting procedure eaployed by Yarmouth where he said he was permitted (this
was no true.at the time, his permit as presented at this time shows he rec1d it in May 1987) NSR.
COSTA SAID HE SHOULD BE PERMITTED SO THAT WE COULD KEEP A CHECK ON HILI. MOTION O C, SECOND RLW.
11. Plan, Sandbbo rg, 1 hee l er Road, proposed addition on s I ab 7`12-' from tank. Elias exp l ti reed that
if it were either s 1 ab or conventional foundation, DEQE states that tarn must be 10' from- slab,
with a slab construction both tank and leaching requ i ren are 10' , whereas with convent i ona l
foundation it is tank 10' . -leaching 20'. BOARD DECISION IS TO EITHER REQUEST DEQE VARIANCE OR
.MOVE TANK 212' IT WOULD REQUIRE COWLETE ENGINEERING TO OD TO DEQE.
NOTE: With regards to above 11, Elias called DEQE, spoke Bob Fagan n 8/27/87 wh0 stag
that with a slab construction the 10' is only a recommendation, he requested that this office
take acti on on the plan by approving) and not bother to send it to DEQE.
12. Revised plans for Mews IX (originally presented at meting 8/17/87) containing Elms' request
for larger tants and expansion of leaching areas. THE CHAIR STATED WE HAD NOT GOTTEN A REQUIREMENT
FROM DEQE AS TO WHAT POINT THEY WOULO HAVE TO PUT IN A PLANT AND-THAT COPIES OF "T WE HAVE WITH
FLOW FACTORS FOR THIS PHASE SHOULD B E SEN TO DEQE WITH MEWS 1 THRII O. REQUEST DEQE REVIEW WHOLE
AREA.
13. DEQE approval of pip test on coon i t water supply for Stratford Ponds. NOTED.
14. Plans, Stratford Ponds Treatrrent Plant. REIN I EWED BY BOARD, THEY REQUEST THAT PETERS HARTEL
SUPPLY ME ERS WITH A DETAILED REPORT TO BE PERUSED AND THEN REPRESENTIVES OF PSH WILL BE ASKED
TO CE BEFORE BOARD TO DISCUSS THE PLAN,
15. W. Costa expressed his concern about all the treatment plants in town and thought they would
be cropping up everywhere. The Chair said they were trying to conso l i date them and that theme
were two schools of thought on that, that'when they were cropping up was not in relation to a
public service well and that with the type of systems that 'we're' allowing there isn't that much
prob l ern. Mr. Costa expressed his opinion that these p l amts are ca m i ng in without any marg i n for
g rath. The Chair-said thatwhat W. Costa was bringing out .was the'need for a Town Eng i neer. Ir. ,
Buckingham said that DEME was beim fully depended upon to realize the problems on Cape and that
we are using DEE as engineers, but that there was a;definite lack of sone who is working only
for the Town.
16. W. Costa requested the permission of Mr. Buckingham and W. Wilson to permit him as Clerk
to act as a liaison i n adm i n i strut i ve decisions relating to personnel, and policy c r i ter i s for the
off ice, Mr. Costa to report back to the other whers at next succeeding meting with any policy
matters that he acted upon during previous week. MR. BUCKINGHAM ADVISED GEORGE THAT HE WAS WITH-
IN HIS BOUNDS AS CLERK AND THAT TOO, IF KE HAD THE TIME TO DO THIS TYPE OF THING IT WOULD BE CSD.
f SOT I Oil OFB, SECU\D RLW.
