TOWN of MASHPEE, BOARD of HEALTH, MEETING, FEBRUARY 8, 1988 Page four;
10. cont i rued -Chair'.: " l"l I hope we -have room there."
"Well they'rlooking into- everything right now, it does make more
sense to have it there." - t
r
Chair. "l can buy thatreallywell , one of the reasons particularly in this
area I was interested i n having that plant put down at the bottom of everything
was because I felt that if the water could be refined and it had enough filtration,
by the time it care out, and the indication was that it was coning out by the San-
tuit estuary, that there wouldn't be the nutrient load to it to affect that area
of the river and it cleared the,wa*y for all the wells that were in between."
"1e indicated to thea that whatever they put up for a facility that it
would 'have to be good enough for a treatment plant plus a septic type; which could
probably combine both into one. "
Ms. McConnell -, "Well even if- the regional plan could happen , it's unknown at
this time, and it won't be known for quite awhile, so I 'm curious about how this
affects their immediate future and, whether or; not, what powers you have to say,
because the other one is speculative, you 're going to build X or , - I mean I don't
know where ,you are at this point. I do want to emphasize that one of the things we
don't wa.nt is this conventional plant, this interim thing. And,her'e's what our en-
gineers '
n-
gineons ' from Whitman and Howard, we have engaged h,ydrogeo l og i st s and environmen-
tal
nvironmen-
tal engineers as well in the meantime; they're saying this has to, Phase one has
to stand on its ' own, it is not clear whether Phases 2 and. 3 will ever happen , in
that, this is a funny world, and this is a British firm, there could be a reces-
sion
ec s--
sio and who knows if we allow a conventiona.1 system it might be there forever,
another thing that was mentioned that even a packaged treatment plant which is
engineered for a larger capacity (you people know this better than I do) can be
geared .to handle a lesser flow, in fact the engineer- this morning told. me that
the one at Yarmouth (cove) it's a fairly large capacity but in the winter they go
down to -5000 gals and it works."
Chair: . "I had wondered when I saw the letter from om is la.h n, talkifig about
not agreeing with the 14,000, I had gore to a meeting , that's what tipped me off
n this, it must be two years ago, at Bridgewater, he was one -of the speakers for
DEE, he said that these plants could be very efficient as low as and perhaps
lower than eight thousand gallons per day and it send to rye if this was .so that
between our two bodies (Barnstable and Mashpee) because my conversations with
lakville seem to indicate that we would have the right to request and look for
a treatment plant under the 15.,000 g.p.d. , but they doubted that we had the ex-
pertise
x-
portise in order to evaluate whether, or not, the plant was being built p roper ly.
But, if ,you have the engineering capabilities- and we have the use of it, thea I
think we're in a position to say, Yh, we demand it and we have the skill with
which to judge it."
Ms. McConnell : "The person who could be most helpful' is Pawl Anderson, do
you people know him? I guess you do, he's now wi-th Whitman and Howard, four days
week, he was here 'last week at the meeting , and he's the one who pointed out
the 5000 gal °capac ity, which up in Yarmouth is working. He says he's not too
popular -down here with you people, he's ,yoking about it. Another thing that 1r.
andorson brought out ' if the package treatment plant were to be built up on the
northern edge there, that the leaching field are in wrong place f rxom his point
of view and feels they should move over to the west, the far edge where it would
protect ,your well T-4 and' the Cotuit well , he felt that this was a logical re-
vision."
Chair-, "I n that line , I wondered whether they had submitted a solute trans-
port model ."
