TOWN OF MASHPEE, BOARD OFHEALTH, [BEET 1 C, FEBRUARY 8, 1988 Rage three
10. hair: "It's 3:30 and we have invited, Mimi McConnell ,. C tuft later Commis-
sioner
m is-
si n r to discuss with us the Stratford Pond and Waters Edge projects"
Mimi : "I was here on November 2nd with some other people. l didn 't I n w w
were also goi n to talk about Waters Edge,., but I did bring some material . . ,after
the group of us were here on November 2nd I wrote you a memo and the Planning Bd.
asking specific questions about Waters Edge and that case. As time went on w
said to each other what shall we df:abeut these, shall we seek legal counsel t
tell us least hew to mitigate the danger from both of these developments and that
is what we did,, in December ber we did engage the law firm, from Boston of McGregor,
Shea and Dliner that had a - lot- f experience in this kind of thing and are ex-
pts on sewage treatment plants among other things , se that's why we chose them.
You people and the other boards were very kind in letting me copy voluminous ma-
terial
a-
t rial for them, which they then d i gusted 'and cane up with the first document that
is this particular one dated January 20th, which was given to the Planning Board
that right, in person, and then I showed it to fir. McQuaid and now you have at
least one copy, I guess. If you've had a chance to look at it you' ll see the main
objections ,, one of which w about can talk out first wh tf h is the interim sewage treat
nt situation wh i.h is a conventional one.. And of course the letter that was at-
tached from Thomas McMahan of DEE indicated that they don't approve of this and
f Course the water commissioners don 't approve of it either; because it's the
Closest place of all t our well , it' s gust over the border, in fact. Naturally,
we would hope that i't never gets built. Thom of course, we've been talking , hear-
ing about the package treatment plant up North at the edge of the property which
would then serve the whole development but, wh ih -the developer really doesn't
want to build, he would like to ship everything o a sub-regional plant at the
Town Dump or another site."
Chair:- ."l think his feeling that it could be, built at the Town Disposal area
is a -little optimistic. There had been, and our consultants , Weston Sampson
have been encouraging the various, opponents of treatment plants., particularly in
that_,,- id .,of town , where there were a group of gettingtogether and each ntr i- .
nt one large plant ant and take
it. From my contact with the group and, it's been going on now for almost a year;
they ran into a snag on whether; the original property they had originally thought
of was large enough of "'take%th fu l l ar ount. RI Im not sure -where that stands now,
but at no time have our Consultants been tallying of a town operated or municipal
operated septagetreatment plant,.which would be large. enough to handle anymore
than the residential usage* which would not include.-the condominium set-up, the
original thought was that they w u l d q al l be on their own. plants and the town
would take over the operation of those plants, maintenan e and operation, after
they were completed."
iRC : "Let me interrupt again, since yo.u've been sick, we've had another
meeting of the Sewer Cate, it' s true what you said about trying to find a. site.
All of the developers have agreed to pooling their monies in putting up a plant,
in excess of what is needed and pay for it on town property which would be the
tern dump; the Sewer Cate told them that they weren't sure that could happen be-
cause it is town property and we don't g i ve town property away.. It's tending
to go that way right no ,they are mooring rather quickly now., in fact they've pint
up more money to do some more surveying, three of them have put up more coney to
have more work done on the site even though they are not guaranteed that the site
is available, from the town because that will have to be voted upon, if there--is
don't want to do -it, we-1 l that's the Chance they have,-
r
opposition end people d
to take, they're moving ahead very quickly.
