i
- -
PUBLIC HEARING BOARD of HEALTH & CGVETERY COMMISSION - EPA SION of C TERY.
.r
BOH tubers present: a I l.
tery Ccrn i s s i on mmbers presen t: Arthur E, Andrade, Chairman
Marie Scal ley
Others present: Ann Tanneyhill, Historic Commission
CFB: open the Public Hearing at 4p .
Hearing requested by the cemetery Ccr ision for the request of an extension of the present cemetery.-grounds
by s l x acres.. An approval' of the assignment of the extension is requ i red by the State Regulations from the BOF
before town r eting. CFB introduced BOH mmber%s and explained protocol at a public hearing.
CFB asked if Cemcm notified any abbutors or whether they depended on our public notification.
. . S we depended on your ad.
CFB- our public notice appeared on 3124 & 4/1/88. Are there any mere that are opposed to the proposed expansion
Let it be known that noone present is o sed'._For the purpose of the record let rye ask the Comml ss ion why
they propose to,expand?
AA- We have no space for saleto the public. Before there was gust a little c peter r which is the old Indian Burial
Ground., according to law once you .accept taxpayers money it becarns a public cemetery. The only area that can
be restricted as far as I know i the old Iridian Burial Ground, the extension we're seeking known as ars annex
must be put up for sale for tax base.
CFB- Do your have a plan shown i ng the expansion?
AA- Yes I do. (shows plan).
CFB- An area of 5.7 acres rough l y to the North'and East of the current burial area is proposed. The contours are
such that any groundwater movement would be in the same direction as the original burial area, slopes are the
same. The water is moving in a S-SW direction and thus far not proved no detriment to the groundwater in that
area, there are monitoring wells in that area located dawn belaw this. Dere will be a screen orf trees between
the expansion area and the DPW buildings so that there will be no visual iparct.
a
C- Mrs os bonne, the abbutor also requested that we leave trees a 1 ong the side abutting her property.
FB-Will there be roads put through that area'? or w l l l it be left unpaved?
- We have to have a service roadon the outs i de per i meter. I was thinking of a six foot buffer zone ag a l n st
abbuting lots, then to have little paths cut in to service the area.
CFB- There'll be no e t&s l on in-to- 108 or t i ngh use Rd?

r
AA- No, but I see a little problem there, let me. point it out.(Poin s to Indian Neck Road on reap). I'd liketo
see the Town take the two p ices of land-between Indian Neck Rd and Route 28 by eminent domain.
.
1P
CFB- That's an ancient way which starts and ends nowhere.
AA I don't know how the Town approved that lot, because technically' you can't go there*
CF - Fortunately, that's not our Dept: This wouldn't change our opinion on the matter. The taking would create
the buffer zone of about twenty-f l e feet,
CRC- You're not going to put a road down there anyway, are you? MY concern is that they don't put any more
mads on to Route 28.
AA- No, the service road will only be along the perimeter. .
CFB- In review of the hydro 1 i c s of the area, I can't see wfhere this is go l ung to change any of the c u rrent water
flaws from there,, 'surface water run-off, ,you're not propos 1 ng to fill and Chang the elevations, you're keeping the
40oisting contours. I would therefore,, that if the Board feels that they can come to an opinion at this time, or
uld you want further time to study the matter?
CRC- MY only question is Reardon"s comment in h l s letter that the Board make a f i and i ng the s urface, water or ground
water from this area enter any stream, pond or open water etc. Have we, CFB, resov d this issue?
