MINUTES July 18, 1988 4 BOARD of HEALTH <br /> Mr. Costa stated it was the Boards understanding that once the sub- <br /> regional plant was proposed and under the developers agreement and the <br /> towns that they would- be given the opportunity to have interim systems <br /> to help offset the building while c stru tion on- the.,sub-regional ,. <br /> plant takes place. <br /> 1r. Gree1ish questioned Mr, Kirraine as to what the developers inten- <br /> tions are at -this time. <br /> Mr, Kirraine responded, that- they would like to begin construction <br /> on individual Title v systems on the single family ly lots and explained that <br /> all they are addressing at this time is Phase 1 -which consists of Title v <br /> systems on 64 of the lots and lot 202. , so that construction of two of the <br /> condominium units which are also i n Phase I of the project may commence <br /> He stated orginally they were prepared to run the lines from the condominium <br /> units to a holding tank on the location of the proposed sewerage treatment <br /> facility however. -if the Board prefers they carp. 1 ocate septic systems, indi- <br /> vidual <br /> ridi- <br /> vidual systems, on lot 202 and have the system on the lot that is being ser- <br /> viced <br /> er- <br /> viced by that system or they can run 1i-nes down' to the proposed holding area <br /> where the private treatment plant was going to be located,, which was also <br /> going. to be owned by the condominium association. <br /> 1r. costa informed r. -Hoffstedder that the interim systems were <br /> agreeable with this Board for the beginning phase of construction and stated <br /> that he is not comfortable with the entire system having individual leaching <br /> systems. <br /> Mr. Ki rra i ne informed the Board that if their is not a regional system <br /> at the site, a private treatment plant will be required to accomodate to condo- <br /> minium <br /> ondo- <br /> miniurs aspect of the development. Mr. Kirraine explained what they are suggest- <br /> ing is in lieu of an interim system at the-1 ocation of the proposed sewerage <br /> plant, that we -be allowed to place .the systems on the lot where the actual <br /> bu-ildings are located, shown t the Board) , but- the piping will run down t <br /> sampsons mill 'for either the regional or private plant. Mr. Kirraine stated <br /> the condom i'n i um treatment plant perm i for the condominium will be obtained <br /> shortly because all documentation.submitted meets their requirements legally. <br /> i <br /> r <br /> 7 <br /> Mr. Kirraine stated is requesting a letter from this Board to the Planning <br /> Board and a letter to .E.P. . 1nfo.ring them of their support for a sewer <br /> system, as well as, a- letter to D.E. .E. quest-i ori i ng their judgement i n pro- <br /> hibiting on cape cod the utilization of a plant that would be more environ- <br /> mentally ,justifiable. <br /> Mr. Greetish motioned to forward a letter to the Planning Board, .E. . . <br /> and D.E. .E. informing thea that it is the Boards view that we are in support <br /> f the project and the phased introduction with the stipulation that prior to <br /> final :completion of: the project the entire development shall be connected to a <br /> sewerage system. Mr. Wilson seconded, all agreed. <br /> PPO-I ITEIT: 4:00 James Turo/Mobile Food Permit <br /> Mr. Turo was in attendance and commented to the Board that, in h i s <br /> opinion,,i ori, the fee for the emit is higher than the surrounding towns. <br /> p p <br /> Mr, McQuaid explained to Mr. Turo that the $100,00 fee for a mobile <br /> food permit has been in existence since 1984, prior to that it was $50,00, <br />
